What will you be doing?

As an employee working within the Child Welfare Program, you will have an opportunity to make a meaningful difference in the lives of Oregon's most vulnerable children and families. The Child Welfare Equity, Training, and Workforce Development Unit (ETWD) operates as a central office unit within the Child Welfare Division of ODHS. Its primary role is to provide comprehensive support in several key areas:

  • Equity Promotion: The ETWD ensures that Child Welfare actively promotes equity across all program aspects and practices. It aims to drive equitable systems change in service delivery to children, families, and the community, as well as for the workforce.

  • Leadership and Direction: The unit offers leadership, guidance, and support in developing, delivering, and evaluating program-specific training and workforce development plans. This includes assessing and overseeing the training needs of child welfare staff and leadership at all levels.

  • Contract Oversight: The ETWD also manages the agency's contracts with training partners and contractors, including the Child Welfare Training Partnership at Portland State University.

As a Learning & Development Specialist 2, you will:

  • Design, deliver, and evaluate complex training deliverables via multiple delivery formats, including formal classroom, webinar, virtual, and self-paced computer-based training.

  • Coordinate the time, duration, and frequency of trainings.

  • Work on projects that facilitate group processes.

  • Instruct and inform employees, resource families, and community partners with the goal of providing initial training, ongoing professional development, and continuing education opportunities.

  • Support District offices with their training needs and consultations by bringing in community resources or outside trainings as needed.

What you need to qualify

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR

  • Five years of work experience designing, planning, and implementing organizational development strategies.

A bachelor's degree in education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

  • Competency and understanding of our Equity North Star and Vision for Transformation.

  • Knowledge of the principles and methods of learning, training, mentoring, and coaching, and group leadership.

  • Experience developing and designing curriculum and training tools.

  • Demonstrated experience in working in collaboration with other professionals.

Working conditions

  • Your work will be conducted in numerous environments including State offices, Professional Businesses, and other community sites.

  • Occasional travel is required for attending meetings, trainings, and other position related activities in person.

  • Employee will work a professional work week; hours of work may fluctuate based on service needs. Occasional, compensated overtime may be required, including evening and weekend work.
