About the Position

The Office of Human Resources Management (OHRM) seeks a highly qualified candidate to fill a Learning and Development Specialistposition, grade G-24, within the Learning, Performance, and Organizational Development (LPOD) Division.

This is lead-level, professional administrative work performed supporting the functions and activities associated with the Office of Human Resources Management's (OHRM) LPOD Division. The position is responsible for leading County-wide learning design and development, including accessibility standards and best practices, for (1) all courses, including web, web-hybrid, and face-to-face delivery methods; (2) continuing education and workforce development courses; (3) management and staff communities; and (4) training, workshops, and resource courses/communities.

This position supports the Manager of Learning, Performance, and Organizational Development in the overall components and functional activities of the Unit. The position serves as the lead/subject matter expert (SME) on the County's learning programs and assists departments with specific and specialized training needs.

Examples of Work

Training Content Development

  • Leads the training development project management process to research, design, and develop training content for stakeholders through effective collaboration

  • Manages and updates the training development project management process standard operating procedures to reflect any changes in the standardized process of training development for stakeholders

  • Collaborates with stakeholders and SMEs to create engaging learning activities and compelling course content that enhance employee success

  • Applies tested instructional design theories, practices, and methods to ensure learning objectives are met with the most appropriate and dynamic end products

  • Leads the design and development of e-learning training content to be delivered via virtual medium, including but not limited to, webinars and on-demand training in the County Learning Management System

  • Leads the design and development of instructor-led training content to be delivered in-person to County employees and stakeholders

  • Makes strategic recommendations for course offerings, training initiatives, and training program development to lead trainer and/or Division leadership, and leads the implementation of approved training sessions

  • Assists with general workforce development training programs consistent with annual training plan, County policies and regulations, and goals and objectives

  • Reviews training materials and demonstrates proficient knowledge of the County's Learning Management System (LMS) and training curriculum

  • Leads the management of all logistics associated with training implementation in accordance with training management checklist determined by supervisor and completed by set deadlines

  • Assists in the development and maintenance of training management policies and documentation

Training Implementation, Facilitation, and Management

  • Partners with division leadership to ensure the effective communication, marketing, and user resources are developed to effectively implement developed training courses

  • Ensures that the training plan meets the County's goals and objectives

  • Develops instruction guides as needed for online training courses

  • Facilitates training course sessions as needed using appropriate presentation techniques and instructional methods

  • Researches relevant topics, to design, plan and organize training materials for County employees for both instructor-led and online courses

  • Presents information using a variety of instructional techniques or formats, such as role playing, simulations, team exercises, group discussions, videos, or lectures

  • Explores innovative techniques and training modules in order to provide training across the spectrum, to include all County workers (Skilled Craft, Administrative, Paraprofessionals, Professionals, Technicians, etc.)

  • Develops and maintains visual and instructional design standards that align to the County and agency brand standards and communications requirements

  • Develops training evaluation reports on training data, learning objectives, and participant feedback to determine the effectiveness of the course, and identify recommendations and next steps for division leadership approval

  • Assists in the evaluation of learning solutions and data collection to measure the effectiveness of learning programs

Qualifications

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in Business/Public Administration, Human Resources/Personnel Management, Organizational Development, Instructional Design, E-Learning, Distance Learning, Psychology, or closely related field

  • Two (2) years of responsible experience and advanced skills and knowledge in learning development approaches and learning design systems, which affect the design and implementation of major development programs and/or processes organization-wide, and other experience outlined in the examples of work

An equivalent combination of education and experience will be considered.

Preferred Qualifications

  • Three (3) years of experience specific to course creation, training, facilitation, and organization development

  • Two (2) years of relevant experience developing content using content authoring software and applications, including Adobe Captivate, Articulate 360, Storyline 360, and Rise 360

  • Strong analytical, technical, and problem-solving skills

  • Experience designing, developing, and implementing e-Learning courses and content for virtual delivery

  • Demonstrated excellence in presentation and facilitation skills

  • Experience in instructional design and e-learning content development

  • Experience in curriculum design and development, and instructional design

  • Experience applying adult learning theories

  • Proven ability and expertise in project management to meet and manage multiple timelines

  • Experience with Learning Management Systems

  • Possess Certified Professional in Talent Development (CPTD), Associate Professional in Talent Development (APTD), Certified Professional in Training Management (CPTM), or an equivalent certification
