Independently conduct routine &/or non-routine audits (e.g., gather information; perform review & analysis of records, operations, activities, controls & systems) of complex data security systems (e.g., The Law Enforcement Automated Data System-(LEADS), Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS), Bureau of Criminal Investigations (BCI), National Law Enforcement Telecommunications System (NLETS)) which are subject to oversight by The Ohio Department of Public Safety; Report & recommend methods & techniques to resolve a variety of auditing problems; Determine degree of compliance & adherence to generally accepted law enforcement computer operations; Monitor previous audit reports & provisions of standard audit plan; Randomly check system response time; Examine system entries, disseminations, error messages, validations & other transactions to determine level of compliance with pertinent law regulations.

Review, inspect & analyze operations & document findings to determine security needs (e.g., review quality control methods & general operations with users pertaining to LEADS & the National Crime Information Center (NCIC) & recommend improvements; assess compliance & effectiveness of LEADS user agency; review user security measures & proper placement of LEADS equipment; validate onsite records against court & agency documents; document understanding in audit work papers by flowchart or narrative); Provide technical assistance to agencies (e.g., offer advice of how to improve internal controls & implementing corrective actions).

Prepare necessary paperwork, preliminary/final audit reports to summarize activities, findings & recommendations to improve or resolve deficiencies or non-compliance (e.g., write, edit, & review audit reports for accuracy, completeness & compliance with agency standards, submit to supervisor, cite applicable regulations; design, create & use spreadsheets); Perform other duties as assigned (e.g., answer telephone or written inquiries concerning audits; maintain records, logs & files; assist with providing LEADS training to external customers).

Completion of undergraduate core coursework in accounting, business administration, computer science or related field; 24 mos. exp. in auditing or accounting which must have included 12 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description (the 12 mos. auditing experience must be in the data sensitive system LEADS. Reviewing quality control methods & general operations with users).

  • Or 4 yrs. exp. in auditing or accounting which must have included 2 yrs. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description (the 2 yrs. auditing experience must be in the data sensitive system LEADS. Reviewing quality control methods & general operations with users).

  • Or 12 mos. exp. as External Auditor 1, 66461.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

About the Job Under general direction, individually or as part of a team, conducts comprehensive routine and non-routine financial, operational and performance audits (i.e., attestation engagements as defined by Generally Accepted Government Auditing Standards) and consulting engagements (in accordance with International Standards for the Professional Practice of Internal Auditing) of simply-structured or complex programs administered by entities subject to oversight by BWC. Essential Functions Include: * Routinely interacts with Internal Audit Department management (e.g. during planning, testing, analysis) for general guidance, supervision, support and oversight. * Schedules and conducts pre-review meetings with client management and staff to discuss basis for review and areas of concentration. * Prior to conducting audit, actively participates in review and analysis of relevant data and develops data and analysis reports for areas being audited. * Gathers relevant data to define objectives and scope and review methodologies to meet stated objectives. * Participates with other BWC audit team members in planning performance reviews for assigned areas. * Prepares pre-audit plan (e.g. goals & objectives) and submits to supervisor for guidance, input, and approval of all facets prior to conducting audit procedures. * Meets with subject matter experts to gain understanding of processes and relevant internal controls to effectively plan details of audits. * Determines adequacy of control system for measuring, reporting and monitoring program effectiveness. * Documents audit procedures using electronic and/or paper files and records independently or with one or more team members within prescribed timeframes. * Interacts with or interviews all levels of BWC staff to gather information for reviews. * Determines whether objectives of a new or ongoing program are proper, suitable and/or relevant, the extent to which a program or its components achieves desired level of results and effectiveness, and identifies duplication, overlap or conflicts with other related programs. * Documents assessments, tests, analysis, and other work according to department and auditing standards. * Evaluates BWC compliance with applicable laws, rules & policies, * Routinely submits work product to supervisor for guidance, revision and approval. * Actively participates in client conferences and presents preliminary results of testing to client management team, performance consultants or other Field Operations executive staff as needed. * Exercises judgment recognizing areas needing improvement and making appropriate recommendations (e.g. process improvements, workflow changes, individual &/or team training). * At conclusion of audit, writes comprehensive reports to management identifying and analyzing official results of reviews (that are well organized, grammatically correct, consistent with prescribed format, and effectively convey analysis and conclusions reached during the engagement). * Conducts follow-up reviews as necessary to evaluate implementation and impact of recommended action steps. * Communicates effectively, verbally and in writing in varying settings (e.g. to client management or staff during conference, Q & A sessions, or during follow-up visits). * Monitors implementation and compliance issues relating to audit recommendations to ensure comments are adequately addressed within agreed timeframes.
