Under general supervision, this role is responsible for designing, developing, implementing, assessing and/or managing internal and external leadership programs. This position requires prior Leadership Development or Organizational Effectiveness experience.


  • Design, develop and manage internal Leadership programs for front-line to senior level leaders

  • Conduct in-depth needs analysis to define program objectives and support leadership programs design

  • Consult with HR and business leaders on individual and team development needs and recommend an appropriate solution (for example, solutions may include program development and implementation, team building, coaching, assimilations and individual development)

  • Partner with external/industry organizations to evaluate and align leadership programs to internal leadership strategy

  • Partner with business leaders, HR leaders and the analytics team to ensure appropriate assessments/measurements are in place to assess impact and effectiveness of learning programs and make updates as necessary

  • Partner with Organizational Effectiveness team to support the implementation of projects and initiatives

  • Facilitate meetings with project teams, HRBPs, training leaders, facilitators, business leaders and others upon request

  • Facilitate Leadership development programs for front-line to senior-level leaders

  • Remain up-to-date on new developments, methods and techniques in the leadership development field

  • Perform other duties as required


Skills/Abilities and Knowledge

  • Skills in teambuilding, relationship building, facilitation and presentation

  • Expertise in foundational instructional design principles and application

  • Ability to communicate orally and writing in a clear and straightforward manner

  • Ability to effectively present information to all levels spanning from front-line to senior leaders

  • Ability to serve as an internal resource and consultant, working collaboratively with multiple stakeholders

  • Ability to think strategically and anticipate future trends, needs and expectations

  • Ability to maintain confidentiality of information

  • Ability to make decisions and solve problems while working under pressure

  • Ability to manage multiple projects to meet implementation target dates

  • Ability to prioritize and organize effectively

  • Ability to show judgment and initiative and to accomplish job duties

  • Ability to work independently and with a group

  • Demonstrated proficiency in PowerPoint, Excel and Word

  • Knowledge of HR data management and reporting systems (i.e. PeopleSoft)

  • Flexibility and willingness to work in a rapidly changing HR environment


Bachelor's degree or equivalent experience is required; Master's degree preferred

7 - 10 years related LD, OD or varied HR experience required; consulting or large-scale project and/or program management experience strongly preferred


Skills/Abilities and Knowledge

  • Experience in administering, coaching and/or facilitating assessments such as Hogan, DiSC, StrengthsFinder and 360 feedback methodology

  • Ability to work with Microsoft Office Suite and Adobe Creative Suite Standard programs

  • Experience in designing leadership competency models


  • Office environment, outdoors, walking and standing

  • Travel up to 25%

The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy). WHAT IS THE LEADERSHIP DEVELOPMENT PROGRAM (LDP)? The Intake Advocate Leadership Development Program offers structured leadership training and developmental assignment. During the eighteen (18) month program, all participants will attend a pre-classroom orientation, complete Career Learning Plan, ELMS, other online courses and attend leadership-training classes (virtually and/or face-to-face budget permitting). Additionally, candidates may be assigned a mentor, participate in a shadow assignment and possibly a managerial developmental assignment. As a Participant in the LDP you will: * Remain in your current position and post of duty. * Participate in an 18-month training and development program that may include shadowing or acting assignments and a variety of developmental activities. While on developmental assignments, you may: * Instruct employees in specific tasks and job techniques and makes available written instructions, reference material, and supplies. * Maintain knowledge of work in the organization and answers questions for employees on procedures, policies, directives, etc. * Assist in planning work methods and making day-to-day adjustments in accordance with established priorities to meet deadlines. * Distribute and balance the workload among employees in accordance with established work flow or job specialization and assures timely accomplishment of the assigned workload. * Check work in progress and reviews completed work to ensure that supervisor's instructions on work sequence, procedures, methods, and deadlines are met. * Give feedback on performance, progress, training needs, and disciplinary problems of employees. * Provide for and administers on-the-job training for newly-assigned employees; assists lower-grade employees on more difficult work. * Prepare and assists in disseminating new or revised operating and/or administrative procedures or training material and conducts classroom training as appropriate. * Resolve simple, informal complaints of employees. A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position. To be qualified for a temporary development assignment (promotion) to a Frontline Manager position, while in the readiness program, your experience should be sufficient to demonstrate: * Knowledge of management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; * Knowledge and understanding of regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; * Knowledge of cost estimating procedures (sufficient to manage financial resources), project management, and if required, legal and regulatory interpretations specific to the position being filled; * Knowledge of communicative techniques to effectively and diplomatically interact with internal and external customers; * Experience sufficient to demonstrate proficiency in the technical competencies required of the developmental opportunity. * If the development opportunity is to a position that has a positive educational requirement, you may be required to submit a transcript(s) at a later date. * The experience may have been gained in the public sector, private sector or Volunteer Service.
