Lead Systems & Test Engineer Level III provides systems engineering expertise required to upgrade and modernize deployed DoD SATCOM terminals. Performs high-level systems analysis, evaluation, design, and documentation of very complex applications that require a thorough knowledge of administrative and technical skills. Directs and participates in all phases of system development, with emphasis on planning, analysis, evaluation, testing, and acceptance phases (IV&V and DT&E). Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solutions. Develops and maintains earth terminal acceptance and equipment test plans. Supports spectrum supportability requirements for satellite terminal and modem equipment. Prepares and submits spectrum management data, frequency requests, and host nation approval requests.

Responsibilities

  • Conduct equipment failure and failure trend analyses. These analyses include, but are not limited to:

  • Conducting individual failure analysis on an as needed basis

  • Analyzing equipment and system anomalies

  • Reviewing trouble tickets to identify and report on failure trends and maintenance deficiencies

  • Conducting system wide failure trend analysis on an annual basis

  • Managing/coordinating/supporting/monitoring/reviewing earth terminal technical assistance for problem resolution provided by others

  • Recommending minimum sparing levels to meet reliability requirements

  • Reviewing failure analyses and spares consumption rates with materials on hand

  • Reporting on recommended sparing levels on an annual basis, or as needed

  • Lead or support systems engineering studies and evaluations; capture and translate mission and customer functional, performance, and support capabilities into requirements; allocate requirements to systems architecture components; oversee development; test and validate systems safety; and coordinate the integration of systems into the enterprise architecture.

  • Plan, coordinate, and continuously analyze baseband system design, hardware, software, and system development for baseband acquisition efforts.

  • Develop and recommend solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned systems.

  • Provide IA systems support for all disciplines, ensuring the rigorous application of INFOSEC/IA policies, principles, and practices in the delivery of network services.

  • Perform system audits to assess security parameters and performance of IA controls within the network environment.

  • Systems Engineering Studies and Evaluations activities include, but are not limited to:

  • Participating in site surveys, system evaluations, system analysis, and architecture and infrastructure assessment to collect the necessary information to perform duties, as assigned

  • Analyzing existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements

  • Analyzing existing systems to determine if enhancements are appropriate, or if an entirely new system would be more cost effective

  • Analyzing plans and specifications, and preparing justifications for new or enhanced IT

  • Conducting research, identifying system-level requirements, and preparing system specifications, wiring diagrams, interface control documents, and hardware and software requirements documentation

  • Preparing system functional test and verification procedures and creating traceability from system functional requirements; providing inputs for the development of standard testing procedures; executing test procedures; identifying and documenting anomalies in testing; and operating test equipment under test operations

  • Serving as a focal point for ensuring functionality and operability of the assigned systems to support mission requirements; optimizing the functionality and performance of hardware and software systems; and analyzing, managing, and overseeing the installation of any new hardware or software introduced into the environment to ensure its compatibility with existing architecture, its reliability, and its functionality in relation to the organizations requirements.

  • Conducting feasibility studies to identify and analyze system failures; analyzing data to determine if trends exist which forecast the need for future replacement or modification of system hardware and software; and determining, based upon the results of the studies and the analyses of trends in usage and system problems, the feasibility of significant modifications vs. replacement to improve reliability

  • Coordinating the results of analysis with impacted organizations to ensure compatibility with existing architecture, and recommending proposals to reduce conflicts

  • Provide technical expertise to ensure SBS is technically compliant. The Contractor shall assist in the preparation of technical policies applicable to PM Integrated Enterprise Network (IEN). The Contractor shall evaluate technical policies and determine compliance of PM IEN core competencies. The Contractor shall determine and recommend corrective action to ensure technical compliance. The Contractor shall assist the Government in preparing strategic plans for technical compliance in the long-term and short-term.

Required Qualifications

  • Extensive experience working with SATCOM equipment vendors, installation Contractors, logistics specialists and customers

  • Possess in-depth knowledge and proven experience in:

  • Earth terminal equipment selection and specification

  • Planning the integration and installation efforts required for Army SATCOM terminals and DISA Gateway SATCOM terminals systems

  • DoD earth terminals acceptance testing and engineering change request procedures.

Required Certifications:

  • IAT Level II (Security+ (Sec+) preferred

Years of Experience:

  • Minimum of fifteen (15) years of experience in DoD SATCOM terminals programs

Degree Requirement:

  • Masters degree or higher in electrical or systems engineering

Minimum Clearance Requirement:

  • Active Secret Clearance

Travel:

  • Up to 10 15%
