The VCCS Shared Services Center is an innovation strategy to advance the priority of student success, reduce the administrative burden on individual colleges, consolidate transaction-based functions, create economies of scale, and improve backroom process efficiency. This work allows the VCCS to better focus resources on the students - helping them start their educational journeys, persist, and succeed.
Under the supervision of the Procurement Operations Manager (POM), this position supports the strategic procurement and customer service of the procurement of a wide variety of goods and services for the 23 VCCS colleges, the System Office, and the Shared Services Center. The position:
Analyzes market data to make appropriate sourcing decisions in support of strategic sourcing initiatives, including and not limited to increasing levels of procurement authority
Ensures that all purchases are performed accurately and timely and in accordance with applicable VCCS and state policies and applicable laws.
Manages procurement issues in coordination with procurement leadership and customer engagement to assign, track and close, attending all customer service calls utilizing the platform effectively for issue resolution
Acts as an escalation point for procurement issues, ensuring reduction of issues to POM and Chief Procurement Officer.
Employs best business practices to continuously improve performance, compliance, efficiency and effectiveness of procurement team facilitating initiatives and leading initiatives as assigned
In collaboration with the Procurement Supervisors, develops procurement related training material, establishes and maintains a platform (environment) for the training material, and maintains the internal procurement training library.
Reviews and advises on legislation changes, policy changes (PIMs) and executive orders, directives, etc.
In collaboration with the System Office Sr. Strategic Sourcing Analyst, acts as the SSC lead/champion for SWaM reporting and compliance per applicable executive order(s), VPPA, and APSPM.
Special Assignments
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
Required KSA's:
Broad knowledge of governmental procurement principles, procurement discipline, best value procurement practices, procurement law and contract law
Ability to interpret procurement-related law and policies, apply that knowledge, participate in the development of related policies and procedures, and transfer that knowledge to others
Expertise in complex procurement of supplies, equipment, and professional and non-professional services
Extensive use and understanding of automated procurement systems (e-procurement)
Demonstrated ability to analyze market data to make appropriate sourcing decisions
Ability to develop and comprehend highly complex solicitation and contract documents
Ability to exercise sound judgment, take initiative, handle multiple competing priorities, solve problems, and attend to detail while maintaining a big-picture perspective
Ability to think creatively, objectively, and to work to continuously improve business processes and to transfer those skills to others
Ability to build working relationships to solve problems and achieve common goals
Ability to provide exceptional customer service to internal and external customers in a professional manner and to transfer those attributes to others

Expertise in MS Office products and demonstrated expertise to perform data analysis using Excel
Working knowledge of Commonwealth of Virginia procurement policies (VPPA, APSPM, etc.)
Working knowledge of VCCS procurement policies
Working knowledge of eVA (state procurement system)
Working knowledge with AIS/PeopleSoft functionality
Ability to travel within Virginia and within the United States as needed - approximately 10%
Minimum Qualifications:
Experience leading and/or facilitating projects/initiatives
Experience in a customer service environment
Current Virginia Contracting Officer (VCO) certification or ability to obtain Virginia Contracting Associate (VCA) within one year of hire and VCO within two year(s) of hire; see https://vip.dgs.virginia.gov/ for more information on VCA and VCO certification process

Professional procurement certification(s): CPPO, CPPB, CPM or other nationally recognized procurement/contract management certification
Significant, multi-year, experience leading and completing complex procurements
Experience in analyzing data to develop and implement process improvements
Experience in analyzing, negotiating and generating year over year savings
Procurement experience in higher education and/or state government
Experience writing training materials, process documents, and/or policy documents
Operation of a State Vehicle No Supervises Employees No Required Travel
Less than 10%.
