Responsibilities:

  • Manage Rhapsody Message Engine
  • Utilize Rhapsody to support Agency goals and objectives by coding and working within the constraints of the Interoperability engine.
  • Develop and Configure Rhapsody Routes
  • Design, develop, test, and configure Rhapsody routes as necessary to manage data flow from internal and external entry points throughout DOH laboratory and other health information processing flows.
  • Develop, test, and maintain all agency and business unit applications supported by the IT unit, or as assigned by management, using technologies such as .NET Framework, Azure, JavaScript, MS SQL Server, HTML, CSS, XML, PowerShell, and MS-Office VBA.

  • Design small to enterprise-level N-Tier agency and business unit web applications, participate in development work, and contribute to the creation of application design documentation in accordance with standards and practices.

  • Utilize DBMS software to design, develop, and maintain databases and applications, including data migration, validation processes, and extraction, transformation, and loading of data from external sources.

  • Solve complex IT problems, conduct research and analysis to resolve issues, make recommendations, and escalate problems when necessary to the next level.

  • Develop service-level agreements, measurement and monitoring methods, management reports, and system and user documentation for supported systems.

  • Guide team members to deliver high-quality software solutions efficiently, foster a positive and productive team culture, and provide technical expertise and guidance.

  • Engage in IT risk assessment and security review processes for software development projects, ensuring compliance with DOH and OCIO security standards.

  • Attend and contribute to projects and staff meetings, assist in conducting analysis of industry-wide trends, and collaborate with internal and external IT integration teams to create standard approaches to new application systems implementation.

Required Qualifications and Experience:

Your experience must come from full-time professional work and may have been gained concurrently. Any additional years of experience can replace educational requirements on a year-for-year basis.

  • Professional experience in IT disciplines such as consulting, analysis, design, programming, installation, or maintenance of computer software applications (You must meet one of the following options):

  • Option 1: 10 years of experience

  • Option 2: Associate degree in IT or a related field and 8 years of experience

  • Option 3: Bachelor's degree in IT or a related field and 6 years of experience

  • Six (6) or more years of experience in developing and implementing application solutions within a complex distributed environment.

  • Minimum of five (5) years of progressive professional experience in software development, including:

  • Working-level understanding of Health Level 7 (HL7) or FHIR (Fast Healthcare Interoperability Resources).

  • Utilization of MS-Visual Studio Development tools for maintaining and developing agency or corporate level systems.

  • Designing, developing, testing, implementing, and maintaining C#, .NET Frameworks, Azure Portals, Blob Storage, Storage Accounts, Event-Driven Architecture, Azure Function apps using source code management tools such as GitHub, ADO.

  • Developing and testing with MS-SQL 2012 or higher and using Transact SQL statements.

  • Possession of current Rhapsody "Associate level" certification or willingness to complete certification within 6 months from the date the resources were made available for training.

Preferred Experience and Desired Qualifications:

  • Bachelor's degree in computer science, Management Information System, Health Informatics, or closely allied field (Engineering/Mathematics).

  • Three (3) or more years of professional sharing, developing applications or services related to enterprise health integration engines (Rhapsody).

  • Four (4) or more years of professional experience developing or supporting application or services using versions of Health Level 7 (v2.3.1, v2.5.1, v2.6, v 2.7, CDA and FHIR) and National Council for Prescription Drug Programs (NCPDP) standards.

  • Two (2) or more years' experience developing Microsoft application security, authentication, auditing, and exception handling protocols using the Microsoft Enterprise Libraries

  • Demonstrated experience working with technologies such as Linux, Java
