Knowesis is seeking a Senior Information Technology Program/Project Manager (PM) to oversee business analysis and agile project management expertise to champion the continued use and improvement of the Salesforce platform in support of the Maryland Department of Transportation State Highway Administration. The State Highway Administration (SHA) is responsible for all interstates, U.S. and Maryland numbered routes excluding those in Baltimore City, and toll facility-maintained highways. The State system includes approximately 6,000 centerline miles (16,064 lane miles) of highways and 2,400 bridges connecting all regions of the state. Specific tasks include:
Lead assigned projects to a successful conclusion. Leadership includes but is not limited to:
becoming thoroughly knowledgeable on all aspects of the project.
enforcing security, technology, project management, and coding standards throughout the project lifecycle.
ensuring clear communication and situational awareness at all times; and
managing project deliverables, risks, and budget.
Conduct requirements gathering or support a business analyst with requirements gathering including but not limited to:
facilitating requirements elicitation session(s) with stakeholders,
comprehending basic to complex business issues,
depicting complex information graphicly where appropriate, and
translating business needs into understandable, documented requirements.
Work with assigned development resources or COTS vendor resources to develop estimates and ensure the system is developed or configured in a timely fashion. Shall also facilitate the change management process.
Plan and execute system testing or be supported by a testing specialist in the planning and execution of system testing including the development of test documentation.
Lead the planning and execution of the implementation including but not limited to:
As needed, develop or participate in the development of Task Order Requests for Proposals (TORFP), Requests for Information (RFI), Request for Proposals (RFP), and other types of procurement deliverables as well as coordinate the corresponding procurement process.
As needed, participate in the OIT's project intake process in a manner consistent with the above responsibilities and as a subject matter expert.
As needed, support maintenance activities on existing systems in a manner consistent with the above responsibilities.
Experience and Skills
Education: Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or other related disciplines. A Master's degree is preferred.
Certifications: Project Management Certification and Salesforce Administrator Certification is highly desired
Experience/Knowledge:The position requires at least 12 years of experience in program or project management and at least eight (8) years of experience in supervision or oversight of IT-related programs, with significant knowledge and experience with the Salesforce platform.
Ability to utilize time management skills and multi-tasking capabilities; can handle multiple and parallel projects.
Possession of excellent oral and written communications skills.
Work Location: Location varies by the requirements and needs of each Task Order. This may include a combination of teleworking, and as needed, at Knowesis and client offices located in Fairfax, VA and Baltimore MD respectively.
