Job Purpose:

This position is responsible for acting as a department representative for Enterprise Database systems and as a process owner for report development to support operational effectiveness. This position is responsible for examining customer needs and creating processes for designing and developing reports; creating project timelines and managing resources to successfully implement assigned projects; serve as liaison to technical and consultant staff on interpretation of report requirements and communication of data definitions, manage integration of external vendor data, and train/mentor staff.

Job Responsibilities:

  • Serve as process owner for report development both ad hoc and standard. Includes assessing needs and creating processes for designing and development reports, managing process deliverables, managing process workflow, and keeping management apprised of status.

  • Serve as liaison between departmental technical and consultant staff for interpretation of report requirements and communication of data definitions.

  • Serve as departmental representative and decision maker related to database system development. Responsible for coordinating activities for technical staff to support development and remediation efforts.

  • Responsible for creating project timelines, managing resources, and keeping management apprised of status.

  • Manage integration of external vendor data into reporting systems.

  • Coordinate with other HCSC reporting areas to create consistent data definitions for internal and external reporting.

  • Create complex ad hoc reports as needed that follow the same data guideline specifications established on standard system reports, using Cognos tools, SQL, or other methods. Provide assistance and direction as needed to other technical data analysts on complex data requests.

  • Maintain thorough knowledge of basic structure and data elements used in all reporting systems used by department/division. Continually monitor data quality from multiple sources; if problems are found, determine the source of the problem and pursue system changes to resolve the issue.

  • Serve as technical expert on assigned subject areas by training and advising staff on data structure, tools, queries, and corporate definitions.

  • Maintain thorough knowledge of basic structure and data available on HCSC systems that are sources for the reporting systems. Serve as lead in the assigned systems and understand how data is sourced.

  • Serve as DBA (data base administrator) for applications created and maintained by department/division. Coordinate rollouts for new applications and enhancements.

  • Participate in development of any internal or external vendor extracts including those to be implemented as a divisional or enterprise solution. Perform testing, validation and data verification of suggested mapping and/or transformation logic for incorporation in extracts.

  • Assist with ordering and distributing standard production reports.

  • Assist with mentoring/training staff including supporting team members with validation of ad hoc queries by assisting with SQL development and verification of request parameters. Provide feedback on improvements to SQL for efficiency and accuracy.

  • Maintain awareness level of marketing changes, new products, trends, etc. by reading, highlighting, and routing memos and periodicals and other internal and external publications.

  • Maintain awareness of the duties of all departmental staff and how each job integrates with each other.

  • Communicate and interact effectively and professionally with co-workers, management, customers, etc.

  • Comply with HIPAA, Diversity Principles, Corporate Integrity, Compliance Program policies and other applicable corporate and departmental policies.

  • Maintain complete confidentiality of company business.

  • Maintain communication with management regarding development within areas of assigned responsibilities and perform special projects as required or requested.

Required Job Qualifications:

  • Bachelor degree OR 4 years of business experience.

  • 5 years of experience in SQL programming.

  • 5 years of experience developing reports with information systems to include analytical experience in querying database systems, Microsoft Access, Excel and other reporting systems.

  • Experience with Visual Basic and Crystal Reports.

  • 5 years of experience in a managed care environment.

  • Leadership skills.

  • Verbal and written communication skills including interpersonal skills.

  • Understanding of data elements as it relates to data quality requirements.

  • Data analysis skills including experience in independently assess, design, and implement reporting as well as assess the reasonableness of information

  • Project management skills and experience managing multiple large scale projects.

Preferred Job Qualifications:

  • Bachelor Degree in Business, Mathematics or Computer Science.

  • Experience in use of membership data, premium data, and/or claims data.

  • Knowledge of Healthcare benefits, terminology, and concepts.
