O'Berry Neuro-Medical Treatment Center is a regional skilled nursing facility specializing in providing care for approximately 140 adults with chronic, complex, medical conditions that coexist with neurocognitive disorders. The facility operates 24/7 and employs approximately 500 staff. The primary purpose of this position is to serve as a Lead Recruiter and Salary Administrator, a combined role for the complete life-cycle of vacancy to fill positions within DHHS Human Resources. The role performs advanced level work providing technical assistance in Recruitment and maintaining a sound and equitable Salary Administration Program.

Work is completed independently, which includes the analysis, interpretation, and execution of all OSHR/DHHS recruitment and salary administration policies and Integrated HR-Payroll System (formerly BEACON) Action/Reason processes as applicable. Work has direct and indirect effect on employee and agency positions by effectively analyzing, maintaining, and applying specific personnel or position changes. With this level of Recruitment and Salary Administration responsibility, the incumbent may occasionally recommend and develop new program methods and techniques, utilizing a thorough knowledge of salary administration and recruitment policies, procedures, and precedents to adapt new methods to meet the needs and/or to improve the HR function. Position provides technical guidance in the areas of recruitment, salary administration and facility organizational management.Uses independent judgment to apply human resources policies, procedures, and regulations for maintaining and processing personnel transactions in a compliant manner.

Demonstrated experience with preparing and writing effective job postings, recruiting, screening, and onboarding new hires.

Demonstrated knowledge of administering compensation programs and preparing salary recommendations

Reviews the work of others routinely to influence favorable outcomes.

Functions in an environment of multiple priorities, while completing work with an attention to detail and accuracy.

Mentors, leads, and fosters growth and development with other HR professionals.

Proficiency using Mircosoft Office programs, such as Word, Exccel, and Outlook.Some state job postings say you can qualify by an "equivalent combination of education and experience". Associate's degree, typically in Human Resources or relevant field from an appropriately accredited institution and 2 years of experience required; or 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.North Carolina State Government is an Equal Opportunity Employer.
