Duties

The Lead Program Analyst the must possess strong leadership skills and knowledge of the outpatient clinic environment, and have the ability to design, implement and monitor complex profile management department for the facility. Clinic profile set up ensures the clinic structure allows the scheduling of patients, direct workload capture, accurate access wait times, direct insurance and co-pay billing tracking facility and provider performance against National, VISN, and local measures.

Major duties include, but are not limited to:

  • Clinic profile management and day-to-day oversight of the Clinic Profile Department.

  • Management for the clinic maintenance process for clinic profiles.

  • Ensure that completed profiles reflect National, network and local goals, directives, and policies.

  • Establish and manage communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication.

  • Assist Clinic Profile Manager in managing workload and daily assignments to staff within the Clinic Profile Department in Access and Office of Community Care.

  • Coordinate all administrative needs of clinic profile building and maintenance.

  • Assist in developing, implementing, and monitoring the procedures for creation and maintenance of all clinics.

  • Assist in the responsibility for establishing and editing clinic changes, notifications for new and established clinics, and inactivating clinics in the system.

  • Responsible for creating new clinics, adjusting existing profiles as necessary for changes, inactivating and cancelling clinic availability.

  • Develop and implement an in-depth training program for the Program Support Assistant and Timekeepers to ensure staff are properly educated and accountable for processing timecards.

  • Retrieve and analyze data for validation of clinic set up information to include billable status, count vs. non-count, DSS (MCA) identifiers, and activation of encounter forms, standard naming conventions, accurate grids, and all other parameters of the clinic profile.

  • Routinely review clinic profiles, identifying and correcting negative trends to assist staff in projecting clinic needs with grid validation and analyzing clinic utilization.

  • Assist the Clinic Profile Manager in development of orientation, competency assessments, and ongoing assessment training for direct reports.

  • Serve as backup to the primary advisor and technical resource on accounting and financial management matters as it pertains to CPM needs, equipment, and education.

  • Serve as back up to the timekeeping official, ensuring the rules and leave policies set by local and national offices and the VA Time and Attendance System (VATAS) are followed.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in a wide range of management functions as it pertains to clinic profile management (CPM); leadership and workload management, serving as a backup to timekeeping official, and primary advisor and technical resource on accounting and financial management matters as it pertains to CPM needs, equipment, and education

OR,

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one of the following: (a) Master's or equivalent graduate degree; (b) two full years of progressively higher-level graduate education leading to such a degree; or (c) an LL.B. or J.D. that is related to this position.

OR,

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education to fully meet the requirements of this position. (TRANSCRIPTS REQUIRED).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
