The Lead Process Engineer, Major Projects is responsible for leading process scope development and interdisciplinary coordination. This role will guide and collaborate with the engineering contractor's process design team, technology licensor, Business Unit (BU) sponsors, and other stakeholders as a member of the Owner's Project Management Team during FEL-3 definition, Detailed Design and Construction, commissioning & start-up phases of the project. This position is Houston, TX based. The position supervises and develops the P66 Process Engineers assigned to the project team.
Responsibilities May Include:
Supervise, mentor, develop, and coach process engineers assigned to the Owner's Project Team
Set safety expectations with direct reports and contractors in the office, when traveling, and when on the job site
Collaborate and direct the efforts of the Contractor and Technology Licensor process engineering teams
Collaborate with the Project Manager and Engineering Manager to provide owner direction to other contractor engineering disciplines and to other 3rd party service firms
Ensure assigned contractors are working effectively and meeting objectives, expected deliverables, and schedule
Collaborate with Procurement to assist or lead development of Bid Proposals (Scope of Work) for 3rd party contract engineering services
Lead/assist in writing the Project Objectives Letter and other project reports and presentations to keep Projects leadership, BU sponsors and other stakeholders apprised of project scope and engineering progress
Provide relevant production and economic performance information to BU sponsors (product yield, utility demand, operating cost, etc.) needed to estimate the project's economic merits
Lead/assist BU and contractors in final establishment of the Project Basis of Design
Approve or ensure sufficient reviews by Owner process engineers are made of contractor engineering deliverables, such as PFD's, H&MB's, P&IDs, equipment data sheets, etc.
Coordinate key design reviews (PFDs, P&IDs, etc.) with BU and company resources.
Organize and oversee/participate in project Process Hazard Analysis/Level of Protection Analysis sessions and ensure all resulting action items are addressed prior to final Pre-Start-up Safety Review
Assist Environmental Permit Lead (or oversee consultants directly) in preparation and submittal of environmental permit
Lead the collection of technical data needed for environmental permit applications
Ensure emission monitoring and control requirements of environmental permit applications and final permits are included in project scope
Ensure all procured equipment meets such permit emission performance limits
Oversee contractor preparation of required Process Safety Information needed by the Prepare to Operate team during Detailed Design
Support Prepare to Operate (if requested) directly or through assignment of direct reports to assist as required in preparation and review of operating procedures, training material, and other necessary pre-startup documentation and operating guidance (Process Safety Information)
Assist in preparation of Owner's Estimate budget for Major Projects, including catalyst and chemical costs, licensor costs, 3rd party engineering costs, and manpower forecasting
Required Qualifications:
Legally authorized to work in the job posting country
Bachelor's Degree in Chemical Engineering or a related engineering field
15 or more years of process engineering design and/or operating experience in petroleum refining, petrochemical or renewable fuels manufacturing
Able to communicate clearly and concisely both written and orally, up and down the organization
Excellent written communication, presentation, and interpersonal skills
Collaborates effectively with diverse team members representing the sponsoring business, the owner's project team, and the engineering contractor
Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
Willing and able to travel up to 20% of the time
Preferred Qualifications:
7 or more years of major project design and execution experience, with either an Operating or and Engineering Company
Experience starting up (commissioning) a new project
Knowledgeable of, and conversant in, Refining Engineering Practices, Process Industry Practices, and other relevant API or other governing industry code
License to practice as a Professional Engineer in the state of Texas
Ability to travel and take assignment at project site during construction, commissioning & start-up phases of a project
High organization skills with ability to coordinate multiple issues and prioritize/ delegate them appropriately given competing concerns, business, and personnel needs
Ability to meet commitments and works well under pressure
Effective collaboration skills
Ability to foster and promote teamwork, creativity, innovation and continuous improvement
