The North Carolina Department of Adult Corrections is seeking an energized and collaborative oriented CAP Lead Mechanical Estimator (Engineering Specialist II) to be a part of the NCDAC Support Services, Central Engineering's Construction Apprenticeship Program (CAP) team and provide mechanical construction estimating and procurement services to challenging yet rewarding projects.

The successful candidate for the CAP Lead Mechanical Estimator will serve as the senior procurement specialist for mechanical construction related projects constructed by the Construction Apprenticeship Program. A successful candidate must possess the ability to read and interpret construction drawings and specifications at a high level of comprehension and understanding to ensure the mechanical construction estimating team develops accurate bill of materials estimates to cover the entire project scope. This position requires advanced knowledge of mechanical construction materials and services and provides mechanical construction expertise in the form of accurate budgetary estimates, bill of material take-offs, and schedule of value development for mechanical construction materials (Plumbing, HVAC, and related mechanical items), tools, and equipment.

The CAP Lead Mechanical Estimator will be responsible for determining the most economical and efficient procurement method of all plumbing and HVAC materials for large-scale commercial and institutional new construction, renovation, and major maintenance projects.  This senior position will take the lead on mechanical construction related pre-bid meetings, agenda issuance, bid openings, bid review meetings, contract awarding documentation and submittal review for all formal and informal contracts per the NCOA State Construction Office guidelines. This position will lead one additional mechanical estimator on the development and processing of material orders using the State E-Procurement system and receiving said materials at the Central Engineering Warehouse.

A successful candidate should possess efficient decision-making capabilities, plan, and direct the work of construction estimating personnel, establish and maintain effective working relationships with employees, architects, engineers, contractors, and State agency managers, clearly and concisely communicate both verbally and in writing, and obtain a valid NC Driver's License, or the ability to obtain one within 30 days of hire.  This position has a 4-10hr Day Schedule Available.  

This is a full-time position ((40 hours per week) with State Benefits.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience with developing mechanical construction estimates for the completion of commercial, governmental, and/or institutional construction projects and experience in executing purchase orders, contracts, or other means of agreements to complete the estimated work.

  • Demonstrated experience in commercial, governmental, and/or institutional mechanical construction projects in either a field operation, project management, and/or preconstruction role.

  • Proven experience in reading and interpreting documents such as drawings, specifications, bid forms, operating and maintenance instructions, and procedure manuals.

  • Proven experience using Microsoft Office (Word, Excel, & Power Point). and the willingness to learn new software programs and assist with training and implementation.

Management Preferences:

  • Willingness to learn new software programs and assist with training and implementation.

  • Working of NC Plumbing and Mechanical Codes and/or OSHA Regulations for the Construction Industry.

  • Working knowledge of State Construction Office requirements.

  • Working knowledge of ASHRAE and ASPE Standards and Guidelines

  • Bachelor's degree in civil engineering or construction management.

  • Five years of experience in construction estimating and/or procurement.

  • Multiple trade knowledge in General, Plumbing, Mechanical and/or utilities to understand how these trades are integrated in a construction environment

Associate's degree in an applicable area of Engineering Technology or Survey Technology from an appropriately accredited institution and seven years of progressive technician experience; or an equivalent combination of education and experience.
