Qualifications

To qualify for a Management and Program Analyst, your resume and supporting documentation must include:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes but is not limited to:

  • Independently coordinates, implements, and ensures compliance with Congressional, agency, and Document Services printing and document automation regulations, policies and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Learn more about this agency Responsibilities * You will serve as the senior program manager for project development, property management, and overall business agreement execution and long-term asset management. * You will interpret program-wide and specific metrics and translate their meaning to develop tangible strategies to improve program/project performance. * You will negotiate complex business agreement(s) with private industry. * You will manage, oversee, and monitor the Government's investment in Public Private Venture (PPV) program(s). * You will plan sustainment in conjunction with private industry to ensure a PPV projects' long-term financial viability and proper asset management. * You will plan work of subordinates, to include setting and adjusting priorities and preparing schedules for completion of work. * You will build alliances and effect coalitions through all levels in the NAVFAC organization and with Supported Commands to develop and manage Department of the Navy PPV projects. * You will provide advice and counsel to subordinates on technical, administrative, and professional development matters. * You will integrate across all NAVFAC functions to manage the Business Agreement(s) in behalf of Supported Commands. * You will employ appropriate resources for successful communications (i.e. coordination with Public Affairs Officers, Command Leadership, private partners, etc.).
