The Lead Information Technology Quality Assurance Analyst designs, develops, and executes test strategies at the expert level to support product development in multiple environments. The incumbent leads the activities of the IT QA team working on product and site initiatives, gathering and defining requirements, developing test validation documents, and verifies testing activities executed through manual and automated processes. The Lead IT QA Analyst will have a strong understanding of highly complex software and system development lifecycles including data center, network, and security infrastructure solutions and rapid software product development and will have strong leadership abilities to oversee the work of a team during projects. The incumbent keeps current on legal and technical issues that impact the County.

Essential Duties and Responsibilities

  • Leads project resources, schedules and activities at a team level within a given functional area relating to QA and testing strategies.

  • Participates in creating and maintaining QA validation and ITD processes including standard operating procedures (SOPs), working practices and guidelines.

  • Works closely with IT QA Analysts, Infrastructure team (Data Center, Network, and Security), and Project Managers as required to define, specify, document, implement and validate large complex projects as they move through the development lifecycle.

  • Leads the development and analysis of the most complex validation plans and test scripts and files comprehensive defect reports for the most complex problems found during testing or specification review.

  • Performs validation testing on the most complex programs including functional testing, regression testing, stress testing, performance testing, scalability testing, system testing and defect reporting.

  • Leverages advanced tools to perform the most complex test specifications including regression test fixes in multiple configurations; documentation, troubleshooting, and follow-up on issues found during testing; and designing, development, and test automation.

  • Assists the IT QA Manager in the planning, tracking, and managing the test environment setup activities.

  • Provides test phase status information to QA team and project team(s) as required.

  • Maintains records of test results as described in the SOP.

  • Participates in routine QA-related training and webinars.

  • Reviews and approves /rejects Change Management tickets in Service Now as required.

  • Keeps current on legal and technical issues that impact the County.

  • Performs all other related duties as required.

Minimum Requirements

Bachelor's degree + Four (4) full-time years of experience in Information Technology including experience leading and coordinating documentation, quality assurance, testing strategies and test execution in a broad variety of environments (software, hardware, infrastructure, security and data center).

Associates degree + Six (6) full-time years of experience in Information Technology including experience leading and coordinating documentation, quality assurance, testing strategies and test execution in a broad variety of environments (software, hardware, infrastructure, security and data center).

~OR~

High School Diploma or GED + Eight (8) full-time years of experience in Information Technology including experience leading and coordinating documentation, quality assurance, testing strategies and test execution in a broad variety of environments (software, hardware, infrastructure, security and data center).

Prior supervisory experience is preferred.

Relevant training and/or experience with fundamentals of testing, Agile testing strategies, project management fundamentals is required.

International Software Testing Qualifications Board (ISTQB) Certification considered a plus.

Ability to analyze and review data utilizing identifiable factors as a fully qualified IT QA professional within the field.

Ability to exercise judgment and discretion within defined policies and procedures and then recommend course of action.

Ability to make decisions related to software QA, testing strategy, security, system design, and systems integration.

Ability to understand requirements, analyze software applications, and test and document changes working in collaboration with QA analysts in a team environment.

Must have knowledge of System Development Lifecycle and project methodologies that include but are not limited to Waterfall, Agile, etc. Ability to multi-task and work independently on various assignments using independent discretion and judgment as well as transition quickly between projects/issues with minimal supervision.

Must possess knowledge and understanding of project documentation and test validation deliverables that include project plans, test plans, test summary reports, etc.

Must have strong interpersonal skills with the ability to easily and effectively interact with technical, non-technical, support, and business staff at all levels.

Ability to consistently meet deadlines; must be able to work and communicate effectively with both team members and customers.

Ability to verify that the product meets the requirements.

Ability to follow standards and system development methodology.

Must be able to display a courteous and professional demeanor.

Must have a valid and current driver's license.

If hired, must provide proof of educational attainment at new hire processing.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications since the age of seventeen (17) and may include credit reports, motor vehicle records, employment records, and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually. Incumbent must hold a valid Driver's License or State Issued ID card.
