The purpose of the position is to serve as a senior Human Resources (HR) Specialist and lead a team of at least five Human Resources (HR) Specialists who provide staff level advisory and consultative services in the functional area of classification for the VISN Network.

Responsibilities

  • Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

  • Leads and/or serves as team member on special projects or comprehensive studies to examine HRM problems or issues resulting from an organization-specific situation or consistency issues that cross subordinate field activities.

  • Maintains program and administrative reference materials, project files and relevant back-ground documents and makes available policies, procedures and written instructions from the supervisor; maintains current knowledge to answer questions from team members on procedures,policies, directives, etc.

  • Provides expert advisory and consultative services to VISN Human Resources Manager, VISN Chief, Consolidated Classification Unit (CCU), senior management officials, program managers, supervisors and employees of the VISN Network Office and of its subordinate field facilities on significant position classification problems or issues that may involve a single organizational element or an entire field activity.

  • Develops and implements an internal quality assessment review program for the VISN Consolidated Classification Unit.

  • Reviews operating practices and situations, determines areas needing improvement and provides recommendations corrective actions or improvements to personnel practices.

  • Works with representatives of all VA elements (facility, VISN, VACO), presenting, persuading, facilitating, or negotiating classification and position management solutions that must often meet the requirements of various stakeholders.

  • Serves as a team leader or member on staff assistance visits to subordinate field activities to assist managers and supervisors with HRM needs and concerns, and to assess the effectiveness of operations performed during implementation and administration of HRM programs.

Work Schedule: Monday-Friday 8:00 am-4:30 pm (Upon approval, a set tour of duty may begin and end between the hours of 6:00 am and 5:30pm)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  1. Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state, and local employment regulations.
  2. Understands and interprets written material, including technical materials, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
  3. Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  4. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is sedentary. Work requires walking, standing and carrying of light items in conjunction with travel to and attendance at meetings or conferences away from worksite. The work does not require any special physical effort.

Education

There is no educational substitution at this grade level.
