About the Position: Serves as a Lead Human Resources Specialist performing operational assignments in the Fort Riley, Kansas, Civilian Personnel Advisory Center (CPAC) as part of the Civilian Human Resources Agency (CHRA). Responsibilities include applying a full range of HR methods, principles, practices and evaluative methodologies.

Provide expert HR advisory and technical services within recruitment and placement and classification functional areas.
Use detailed analytical methods to identify, evaluate, and recommend in-depth HR staffing solutions and alternatives to management.
Develop and deliver briefings, status/staff reports, and correspondence to customers.
Communicate with the team on assignments and priorities.
Coach the team in the application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Lead the team in identifying, distributing and balancing workload and tasks in accordance with established work flow, skill level and/or functional areas.
Lead the team in making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned tasks.
Lead the team in ensuring that each employee has an integral role.
Train team members on daily tasks, ensuring understanding of HR rules, regulations and policies being used.
Perform quality control reviews on vacancy announcements, referral lists, and coding of requests for personnel actions (RPAs).
Monitor and report on the status and progress of work.
Report to the supervisor periodically on team and individual work accomplishments, problems, progress, and training needs.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) recommending solutions to managers/co-workers regarding complex civilian hiring issues; 2) Using judgment in researching and interpreting policy and guidelines regarding federal human resources; 3) analyzing and resolving uncommon civilian pay, recruitment, and placement issues; and/or 4) providing technical advice and quality control review of HR products to team members.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
