WHAT DOES A HUMAN RESOURCES SPECIALIST DO? As a Human Resources Specialist, you will serve as a program consultant and exercise functional direction and program leadership over various personnel/payroll functions. In this position you will be responsible for accomplishing a variety of analytical studies and/or projects relating to substantive mission/oriented programs for the Internal Revenue Service. In addition, you will develop program plans, guidelines/procedures and participate in the evaluation of the efficiency and effectiveness of the assigned programs and systems.

As a Human Resources Specialist you will:

  • Provide authoritative policy and technical advice, consultation and assistance to all Payroll-Personnel Systems (PPS) organizations and all levels of IRS management on the full range of personnel/payroll systems products and services.

  • Provide expert assistance and advice in two or more HR Specialties of a wide range of advance HR principles practices techniques and regulations through seasoned consultative skills.

  • Perform extensive research and analyze the results to develop recommendations to high level management through research fact-finding and evaluative techniques

  • Apply personal computer and internal automation means to accomplish complex report/graph presentations data retrieval and to prepare directive memoranda and other written guidelines and recommendations relating to the projects.

  • Apply management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations.

  • Provide expert knowledge of a wide range of analytical and evaluative methods and techniques both qualitative and quantitative to accomplish complex projects or studies of broad scope.

  • Provide expert technical assistance on the HR automated information systems' procedures and applications. Resolve extremely complex/difficult problems encountered or referred from others within assigned program areas and analyze situations presented and issues involved where you will assesses management needs and/or concerns.

GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: applying a wide range of advanced Human Resources Personnel Payroll concepts and practices, as well as seasoned consultative skills. Experience using expert knowledge of leading teams in research, fact-finding and evaluative techniques in order to perform extensive research and analyze results to personnel payroll issues and problems; Experience using personal computer and internal automation to accomplish complex report/graph, presentations data retrieval and to prepare written guidelines and recommendations .Examples of qualifying work experience include: Leading or participating as a senior analyst for major payroll human resource functions or equivalent organizations; Experience analyzing complex personnel problems; Implementing changes in human resources requirements that will meet future mission demands; and ensuring accuracy of personnel employee payroll information.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.

Intercept's lead product, obeticholic acid (OCA), is a first-in-class farnesoid X receptor (FXR) agonist. OCA, marketed under the brand name "Ocaliva®," is approved in the U.S., EU and Canada for certain patients with primary biliary cholangitis (PBC), a rare autoimmune liver disease. Ocaliva® was the first product to be approved for PBC in over twenty years and our team is proud to have been pioneers in providing the first second-line treatment option to patients with such critical need. The Ocaliva® launch in 2016 also marked Intercept's successful transition from a development-stage company to a fully integrated commercial organization with continued growth. In February 2019, Intercept reported positive topline results from the Phase 3 REGENERATE study of OCA in patients with liver fibrosis due to nonalcoholic steatohepatitis (NASH). REGENERATE is the first and largest Phase 3 study in NASH - a chronic disease that threatens the lives of millions of people in the U.S. alone. Currently, there are no available treatments for NASH, and Intercept is among the leading companies focused on the disease. Based on the positive results from REGENERATE, Intercept submitted the first new drug application for a NASH treatment to the U.S. FDA in September 2019. This is an exciting time for Intercept, as the organization prepares for a potential approval and launch in NASH. As part of this effort, Intercept is beginning to build a new commercial organization, and this opportunity in Human Resources will play a pivotal role in preparing the company for the successful anticipated launch of OCA's second indication. POSITION SUMMARY: This San Diego-based role serves as the Human Resources Business Partner for the Intercept Research & Development (R&D) organization and as the site HR leader for the San Diego office. The incumbent will be expected to contribute to the execution and acceleration of R&D business objectives and ensuring that R&D is effectively supported from an HR perspective, particularly with regards to organizational performance and efficiency. Intercept uses a shared services HR model and the incumbent will work closely with - and leverage the internal capabilities of - our New York-based centers of expertise (Total Rewards, Talent Acquisition and Talent Management & Organization Development). In addition, this role is a key member of the R&D leadership and HR leadership teams.
