We are seeking a motivated professional with broad knowledge of Human Resources and employee relations in a unionized, public service environment to serve the Department of Corrections as the Lead Human Resources Manager in the DAFS Corrections Service Center. This position is multi-faceted with a scope of responsibility that includes providing guidance and interpretation of bargaining agreements, civil service law and rules, and talent acquisition and management.
This position works closely and in cooperation with the Service Center agencies, multiple labor unions, and other government agencies in providing human resources support to the Department of Corrections.
Exemplary customer service, interpersonal skills and the ability collaborate with others with a solutions focus are essential to this position.
KNOWLEDGE, SKILLS, ABILITIES and QUALIFICATIONS PREFERRED
A highly organized self-starter capable of using professional judgement, prioritizing responsiveness and resolving problems
Ability to exercise initiative and judgment in interpreting and applying policies and regulations proactively
Excellent communication skills across all levels; both written and verbal
Knowledge of state and federal laws and rules, collective bargaining, and workers' compensation as they apply to State government
Knowledge of wage and benefit administration
Knowledge of state classification system, job evaluation process, and funding mechanisms regarding position control and management
Ability to supervise a staff of professional, technical and clerical personnel in a variety of roles.
Ability to evaluate facts, reach logical conclusions and make sound decisions/recommendations.
Ability to investigate and research human resources and labor relations issues.
Ability to set forth findings of facts and decisions clearly and concisely, orally and in writing.
Ability to establish and maintain effective working relationships and a team environment
Ability to represent the service center Human Resources Director in various matters
The background of well-qualified candidates will demonstrate the following competencies:
A thorough knowledge of Human Resources laws, regulations, and practices evidenced through formal education and/or practical work experience.
A demonstrated ability to work collaboratively with management, collective bargaining representatives, and staff at all levels in arriving at thoughtful, best practice solutions that support the attainment of organizational goals.
An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities.
A solid ability to communicate effectively and efficiently to customer agencies, team members, and peers.
