There are three positions to be filled. One position for the Chillicothe facility and the Lancaster/Wilmington Community-Based Outpatient Clinics (CBOC's); one for the Athens/Portsmouth; and one for Cambridge/Marietta.

The Lead Health Technician (Telehealth Clinical) provides an array of complex and specialized duties related to leadership, staff education, and technology management, as well as project and program management for all dimensions of virtual care and telehealth initiatives.

Responsibilities

At the full performance level (GS-08), the duties of this position include, but are not limited to:

  • Responsibility for day-to-day operation of telehealth services at the assigned location and between the assigned location and remote sites of care

  • Participating in the programmatic development and advanced support of the facility-wide telehealth program

  • Providing oversight and guidance to other staff members

  • Leading a team of telehealth staff by providing guidance and technical direction relating to the telehealth program

  • Distributing and balancing workload and tasks among employees in accordance with established workflow and/or job specialization and required rotations

Work Schedule: Monday

  • Friday, 7:30 am

  • 4:00 pm or 8:00 am

  • 4:30 pm

Some evenings, weekends and/or holidays may be required

Qualifications

Basic Requirements

  • United States Citizenship

  • Experience and Education

  • Applicants for this position must meet one of the following basic experience and/or education requirements:
  • One year of experience in a health care field that demonstrates the ability to perform the work or provides an understanding of the work, such as but not limited to, a medical or clinical assistant (or technician) or health technician; OR

  • Four academic years above high school leading to a bachelor's degree, with courses related to the occupation; OR

  • An equivalent combination of experience and education. (To calculate, first determine your qualifying experience as a percentage of the required experience; then determine your qualifying education as a percentage of the required education. Add the two percentages. The resulting percentage must equal at least 100 percent.)

  • English Language Proficiency

  • Applicants for this position must be proficient in written and spoken English

Grade Requirements (GS-07)

  • Experience: Applicants for the GS-07 grade level must have at least one year of experience equivalent to the next lower grade level (GS-06). Examples of the type of experience required include, but are not limited to: Screening patients for Telehealth modality and referring patients that do not meet established criteria to appropriate care; communicating effectively with administrative and professional staff, and obtaining assistance for issues that may arise or backlogs that cannot be resolved in a timely manner; performing imaging duties in accordance with VHA national telehealth guidelines; generating consults according to established procedures for each telehealth specialty; and providing patient education regarding general anatomy, disease processes and prevention as appropriate.

  • Demonstrated Knowledge, Skills and Abilities

  • In addition to the experience above, applicants must demonstrate all of the following KSA's:
  • Ability to use independent technical judgment to analyze, evaluate and resolve problems

  • Knowledge of quality control and assurance procedures and principles of performance improvement

  • Ability to function effectively between competing priorities

  • Knowledge of proper maintenance and troubleshooting of telehealth equipment

  • Ability to work with a team to provide technical guidance, plan, organize and coordinate activities of a health technician in order to effectively complete job duties of assignment such as distributing workload, monitoring the status and progress of work, monitoring accuracy of work

  • Ability to assist in Health Technician (Telehealth Clinical) development, outcome management and strategic planning

  • Ability to perform successful knowledge transfer regarding the use of telehealth technologies

Grade Requirements (GS-08)

  • Experience
  • Applicants for the GS-08 grade level must have at least one year of experience equivalent to the next lower grade level (GS-07). Examples of the type of experience required include, but are not limited to: monitoring and capturing workload credit; developing reporting procedures; participating in performance improvement activities aimed at improving patient care access and Telehealth processes; providing advanced telehealth technical support to patients, staff and providers; and providing technical consultation and support for staff and patients via phone, web chat, social media and face to face sessions.
  • Demonstrated Knowledge, Skills and Abilities
  • In addition to the experience above, applicants must demonstrate all of the following KSA's:
  • Ability to work with a team to provide technical guidance, plan, organize and coordinate activities of a Health Technician (Telehealth Clinical) in order to effectively complete job duties of assignment, such as distributing workload, monitoring the status and progress of work, monitoring accuracy of work

  • Skill in leadership and interpersonal relations and conflict resolution to deal with employees, team leaders, providers, and managers

  • Ability to communicate effectively in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels

  • Knowledge of quality control and assurance procedures and principles of performance improvement

  • Skill in the assessment and resolution of complex workload capture issues using multiple data sources

  • Ability to develop and compose complex written instructions

  • Knowledge of analytical and evaluative processes to independently resolve complex issues

Preferred Experience: Experience as a Telehealth Technician or as a TeleMental Health LPN

The full performance level of this vacancy is GS-08.

Physical Requirements:
The work requires some physical exertion, such as prolonged periods of standing, bending, reaching, crouching, stooping, stretching, and lifting moderately-heavy items, such as manuals, record boxes and equipment or assisting patients. The work requires above-average agility and dexterity. The incumbent may be required to travel between VA and/or non-VA clinical care sites. Possession of a valid driver's license is required.
