You will be responsible for program and budget formulation, presentation, and justification of all assigned programs.
You will develop a financial plan based on approved programs and approve the allocation of resources and reprogramming of funds.
You will analyze program performance in comparison to the budget plan, and make recommendations for reprogramming actions as appropriate.
You will advise the Division Head on types and levels of resources required to implement immediate, mid-and long range plans for assigned programs.
You will analyze fiscal reports and accounting returns of field activities relative to execution status.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Business-Financial Managment Level II. Certification is required within 24 months of appointment.
This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Formulates budget and estimates to support plans, program, and activities. 2) Provides interpretive and analytical advice on financial transactions and program execution. 3) Conducts management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action. 4) Develops listing, reports, and data relative to status of funds.
