What does a Lead Education Services Consultant do?
The employee serves as a Lead (Team Leader), Education Services Consultant in the Human Capital Office (HCO), Leadership, Education and Delivery Services (LEADS), Centralized Delivery Services department. In this capacity, the employee provides leadership to a team of Education Services Consultants (ESC), Human Resource Specialists (HRS), Human Resources Assistants (HRA) and Supply Technicians in delivering a full-range of learning and education delivery services to customers within an assigned geographical area, to an assigned operating division, and Servicewide when warranted; and in carrying out other LEADS programs and services to meet customer requirements. The base level of team members led is GS-12. This position performs work that is of the same kind and level as the highest level of work accomplished by the team members led. The team leader is responsible for managing and directing the team in strategic, tactical, administrative and logistical planning and execution of all training delivery services, products and programs (e.g., instructor-led classroom, Saba Meeting, E-Learning, On-the-Job Training) employed by customers, and for other training administration areas such as training, evaluation, performance consulting services, managing and processing evaluation data, using management information systems properly and accurately entering data in the Enterprise Learning Management System (ELMS) and Training Room Information Management System (TRIMS).
As a Lead Education Services Consultant, you will:
Communicate the Service's and LEADS' mission, vision, and values to team members and ensures integration of such into overall LEADS goals, objectives, strategies, work plans, and products and services in accordance with IRS, HCO and LEADS policies and directives.
Serve as overall team leader for one or more training delivery projects. Participate in delivery planning sessions with customers. Articulate work assignments, projects, problem areas, significant issues, and deadlines for completion to team members.
Lead the team in identifying, distributing, and balancing workload based on established workflow and skill levels. Make adjustments to complete work assignments based on priorities and/or deadlines. Ensure integration of team members in developing the final team product(s).
Integrate training plan information from business unit customers into tactical work plans. Coordinates with Program Administration on Training Plan and Work Plan Development Establishes training delivery program objectives, ensuring timely execution of program activities, and determines approaches to achieve goals. This process includes formulating and administering LEADS policies and procedures, when warranted, as well as leading/participating in task forces or special projects.
Consult with team members, business unit customers and embedded L&E contacts at multiple sites on various training issues and challenges. Resolve delivery related inquiries received from customers, including ERC referrals. Provide customers and team members with on-going advice and assistance relative to LEADS' Servicewide policies, programs, practices and issues. Provide analysis and recommendations relative to training issues and training space, including Level 1 and 2 evaluation results and training room usage data, to team, business unit customer, Quality Staff and/or embedded L&E.
As required, prepare reports and maintain records of work accomplishments and administrative information. Coordinate the preparation, presentation, and communication of work-related information to the supervisor. Ensure team members are trained in team-building methods and techniques in addition to accomplishing tasks/projects as a "team." Serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team members.
Provide regular updates and briefings to the supervisor regarding status of work assignments, as well as team and individual work accomplishments. Monitor work in progress and reviews completed work to ensure adherence to program policies/priorities, work methods, quality guidelines, and established deadlines. Identify any technical deficiencies and recommends necessary training.
Estimate and report to the team on progress in meeting established deadlines for completion of assignments, projects, and tasks. Ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
Monitor ELMS and TRIMS data and ensure accuracy of actions, data and reports.

You must meet the following requirements by the closing date of this announcement.
GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: expert knowledge of learning and education concepts and practices and apply these to perform all aspects of training delivery and provide advice and support to facilitate employee development; Knowledge of instructional methods to advise others in training delivery preparation such as computer tools used (e.g., in a classroom, webcam, Centra or equivalent), presentation tools (e.g., visual aids, PowerPoint or equivalent) and presentation techniques. You must be able to apply oral and written communication techniques to present and deliver instruction to various audiences. You must be able to document the training in ELMS or equivalent system. Examples of analytical and evaluative techniques sufficient to identify, evaluate and make recommendations to resolve complex problems such as looking at feedback from courses and delivery; technology problems, and assisting other team members with issues related to training. You must be able to demonstrate customer service and resolving conflict (such as team building exercises and negotiating solutions for customers and team members).
The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
