The Lead, Corporate Business Review reports directly to the Director, Corporate Business Review, and is responsible for reviewing, analyzing, and providing a summary review for all bids and proposals requiring corporate approval of which many are critical / high-risk.
Report on overall proposal summary recommendations including cost, technical, and schedule risk assessments, and quantified impacts, to drive measured and informed decision making among leadership.
Review technical, cost, and schedule compliance, and assess risk and opportunities including quantifiable impacts to bids and proposals.
Identify and monitor key proposal metrics, generate scorecard metrics, and communicate trends to CBR leadership.
Validation of the proposed estimating metrics via comparisons to historical costs or to similar related products.
Perform analysis of proposed elements of cost and supporting basis of estimates.
Compare proposal rate structure to actual and forecasted rates in strategic plan.
Evaluation of contractual terms and conditions to surface potential risk areas and provide risk mitigation alternatives.
Engage corporate contracts as necessary to provide guidance or mitigation alternatives to the division.
Summarize marketing data on competitive opportunities, allowing Senior Executive Management to weigh-in on price-to-win strategies.
Assess issues related to payment terms, cash flow, foreign currency requirements, offset requirements, licensing, royalties, warranties, agent fees, etc.
Analysis of subcontractor quotations for specification compliance, cost validity, and terms and conditions.
Travel up to 25% (will vary).
Bachelor's degree and minimum of 9 years of prior related experience in the aerospace and defense industry.
Minimum of 3 years of experience in the development, generation, and management of proposals, including RFP analysis, cost / pricing, compliance, and negotiations.
Strong ability to quickly assess complex proposals and identify areas of potential concern.
Exceptional ability to co-create and work collectively with various business leaders and other key stakeholders across the enterprise.
Excellent written and oral communication skills with the ability to work independently to meet deadlines and interface with senior executives at division and corporate levels.
Broad experience in financial, business operations, and management in a DOD environment; including experience and knowledge in proposal development, financial analysis, program management, budget and schedule control, cost accounting, contracts, engineering, manufacturing, quality, business operations and strategic planning.
