Main Duties:

  • Performs review and analysis of construction claims.

  • Assists with development of contractor claims.

  • Develops and/or review time extension requests.

  • Assist with development of expert reports and exhibits.

Skills and Abilities

  • Significant experience developing and/or providing review and analysis of construction claims, specifically related to delay, productivity, and cost impacts.

  • Experience drafting expert reports and deliverables.

  • Experience serving as testifying expert preferred.

  • Highly proficient in Oracle P6 and experienced with one or more of the following: Microsoft Project, Phoenix Project Manager, or similar.

  • Additional experience in one or more of the following desired: construction management, cost estimating, value engineering, risk management, constructibility review, and/or contract administration.

  • Ability to relate technical knowledge to a non-technical audience.

  • Proficiency in reading/understanding construction plans and specifications.

  • Proficiency with Microsoft Office software programs including Word, Excel, and PowerPoint.

  • Experience providing training, supervision, proposal development, and business development desired.

  • Occasional overnight travel may be required.


  • B.S. in Civil Engineering, Construction Management, or relevant experience which equates to this degree.

  • P.E. license, Certified Construction Manager, Planning and Scheduling Profession, and/or Certified Forensic Claims Consultant certification preferred.

  • Specific title based on candidate's education, background, and level of experience.

If so, the Department of State Treasurer's Unclaimed Property Division has a position for you as a Claims Specialist. The Department of State Treasurer's campus is located off Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, offers a competitive benefit package, and has free employee parking. The primary purpose of the Unclaimed Property Division (UPD) is to collect unclaimed and abandoned property; to ensure that any unclaimed property remitted to the Escheat Fund is reunited with the rightful owner if possible; and to invest the monies collected to maximize the greatest earnings for utilization by the North Carolina Education Assistance Authority in order to provide grants and low interest loans to North Carolina students in state supported schools of higher education. This position will: * Conduct initial and secondary review and analysis of cash, securities, and tangible claims that vary in complexity to determine ownership of property. * Initiate and process claims for reciprocal states, garnishments, holder reimbursements, rewrites, bearer bonds, and owner outreach in a timely and effective manner using established guidelines. * Respond to claim inquiries assigned via departmental email. Knowledge, Skills and Abilities / Competencies * Basic ability to apply judgment while independently resolving problems based on delegated authority from supervisor. * Demonstrated intermediate ability to learn and apply knowledge of procedures and statutes governing the initiation and approving of claims or processing of financial related documents. * Basic level of experience in communicating in writing and verbally with a diverse range of individuals. Minimum Education and Experience Requirements High School diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
