The Lead Civilian Payroll Technician ensures that personnel documents are proper for applications of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments. awards and separations for employees at the Medical Center, including the Canteen. Broward Outpatient CBOC, Miami and Ft.

Lauderdale Readjustment Counseling Centers. Hollywood, Homestead, Key Largo, Key West Clinic, und House Staff und Fee Basis Appointments.

Responsibilities

Code and transmit authorization documents into an integrated Personnel and Fiscal automated system to properly update employee's master records. Ensures adjustments are properly coded, time and attendance data is correct and processes collections of various debts due the U.S.

Government.

With proper authorization, withholds required amounts from salaries for alimony, child support bankruptcy, commercial garnishment educational and home loan defaults, etc. Perform duties and responsibilities as Assistant Transit Benefits Program Manager.

Performs work related to determine pay, maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government. The incumbent operates under an automated payroll system in which data is coded and verified by the incumbent and submitted to the agency payroll processing center.

Timekeepers and Supervisors on all phases of payroll and is the focal point for all complex payroll issues and reconciliations. Performs payroll, control point reviews, process adjustments, and maintain data on Fee Basis appointees. Ensures salary limitations aren't exceed through close coordination with human resources, budget and services.

Maintains and inputs payroll data for House Staff (Residents). Prepares review and submits salary accrual report to budget and fiscal. Review personnel documents relating to proposed personnel appointments and change or separation actions which affect the pay of employees. With proper documentation, processes and withholds special pay entitlement such as final salary payments to beneficiaries of deceased employees or salary withholdings for alimony, child support, and bankruptcy.

Makes complex pay adjustment which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and which may be retroactive over an extended period of time. Responds to written and verbal inquiries from employees and supervisor concerning pay and leave issues. Computes and prepares out of system payments.

Maintain payroll records for all employees. Prepares assigned payroll related reports and assures timely regulatory submission.

Work Schedule: Monday-Friday 08:00 a.m.- 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or educationas described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization.

    Examples of specialized experience would typically include, but are not limited to: Process wide variety of complex pay scales within a full range of payroll functions. Provides daily training and technical guidance to all Payroll Technician. Applies pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, allowances, etc. which at times involves conflicting requirements, determine the completeness, accuracy, internal consistency, and propriety of the pay scales, rules, regulations, and instructions.. OR,

You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work my require some physical efforts such as standing, walking, bending, sitting or carrying light objects. it also involves occasional trips outside the Medical Center grounds to perform training and audits. There are no special physical demands.

Education

There is no educational substitution at this grade level.
