The Division of Human Resources of the NC Department of Health and Human Services is thrilled to announce three (3) exciting opportunities for the role of Lead Benefits Analyst.

As a Lead Benefits Analyst, you'll serve as the primary expert on benefits and time/leave administration within DHHS, providing leadership, consultation, and support to other Health Benefits Representatives within HR. This role is pivotal in ensuring compliance with policies and procedures, promoting employee well-being, and enhancing organizational effectiveness through the implementation of comprehensive benefits and wellness programs.

Job Specific Responsibilities:

As the Lead Benefits Analyst, you'll hold a pivotal role as the Benefits and Wellness Consultant within the Department of Health and Human Services (DHHS). Your responsibilities will include:

  • Providing technical guidance, consultation and training on all matters concerning health benefits and time/leave policies and procedures, including Family Medical Leave, Family Illness Leave, Short/Long Term Disability, Workers Compensation and Retirement

  • Developing standard operating procedures

  • Reviewing and approving employee actions within HR/Payroll System, including leaves of absence, reinstatements, separations, etc.

  • Auditing, tracking, maintaining, and resolving various time/leave administration issues within the HR/Payroll System

  • Providing support and guidance during annual open enrollment periods

  • Providing support to the DHHS Insurance Committee and the DHHS Wellness Council in implementing wellness program initiatives.

Listed below are the knowledge, skills and abilities (KSAs) associated with the position. These KSAs, along with the minimum education and experience listed, are required in order to be deemed "eligible" for the position therefore you must provide supporting information, within the body of your application, to demonstrate your possession of each KSA listed.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Working knowledge of employee benefit programs (i.e., health insurance programs, FMLA, Workers' Compensation, leaves of absence, disability, and/or retirement)

  • Experience maintaining and monitoring information in a Human Resources Information System (HRIS).

  • Experience communicating effectively with internal and external customers and partners

  • Demonstrated ability to utilize Microsoft Office products

Management preference will be given to applicants with:

  • Previous experience processing actions in the State of NC HRIS (known as the Integrated HR/Payroll System, BEACON, or FIORI)
  • Familiarity with State of NC benefits programs

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution;

OR

High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources;

OR

equivalent combination of education and experience.

  • If applicants earned college credit hours but did not complete a degree program, they must attach an unofficial transcript to each application to receive credit for this education.
