Lead Applications Developer

Physical Location:

Kent Campus - Kent, OH, as well as remote work option (Hybird)

Offered salary is Pay Grade 09-IS and will be consistent with University Policy. Position has a starting salary of $74,895-$77,000 plus exceptional comprehensive benefits including medical coverage, paid time off, employer-matched retirement savings and full tuition waivers for employee and employee's immediate family. Human Resources will conduct a compensation review of the applicant's education and job experience to determine final pay package.

Basic Function:

Lead a team responsible for the basic design, development and ongoing modification of software applications, and implementation of work products in a very complex production environment. Design, develop and maintain software applications and provide application-specific user support.

Develop application requirements based on business requirements from clients and technical requirements from IS support specialties. Implement prescribed security policies. Reports to Designated Administrator.

Additional Basic Function - if applicable:

The Digital Enterprise Solutions (DES) team designs dynamic, user-friendly products and services for over 25,000 Kent State students and 9,000 faculty and staff, in addition to supporting enterprise systems like Banner ERP and Canvas LMS. Of the various teams in DES, this vacancy resides in Solutions Delivery and Innovation.

Duties/essential functions may include, but not be limited to, the following:

Responsibilities include leading a team that works closely with clients, business analysts, and team members to understand business requirements that drive the analysis and design of very complex quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization's architectural and security standards.

Leading a team involved in the full systems life cycle and responsible for designing, coding, testing, implementing, maintaining and supporting complex applications software.

Leading a team of Applications Developers or other personnel in the design and development of software applications. Is considered an expert and a resource to other less experienced Application Developers.

Leads and directs support staff and students to provide guidance of employees who work on a project or assignment.

JOB COMPETENCIES:

Lead the design, develop and/or maintain multiple complex applications, user interfaces, application functions, application interfaces, databases or database applications.

Lead the implement complex applications in adherence with system life-cycle standards, and IS Architectural and Security protocols.

Perform analysis and judgment regarding interdependencies of processes/applications/technologies.

Provide user support for multiple complex applications.

Develop application requirements based on business requirements from clients and technical requirements from IS support specialties.

Work effectively with very limited oversight.

Provide information and recommendation to supervisor for decision-making.

Establish estimates and timelines for specific applications/projects and take direct accountability for results.

Responsibility for guiding team members and for key client relationships with respect to applications/projects with a large scope (University division, college).

Interact effectively with client management; monitor client satisfaction on a regular basis; make recommendations about changes needed to satisfy clients.

Oversee development of communication plans for matters with broad impact.

Effectively lead team decision-making.

Coordinate teams or complex units through review and improvement of processes involving multiple departments or functional areas.

Assume responsibility for decisions affecting team.

Recognize connections across multiple projects; develop effective integrated solutions; assist team members in developing alternative solutions.

Additional Examples of Duties - if applicable:

Serve as Microsoft Power Platform subject matter expert (SME), with technical expertise including system architecture, solution design, system configuration, and security management*

Work with internal and external stakeholders to architect, design, develop and support business applications, dynamic reports, and workflows using Microsoft technologies including: PowerApps and canvas driven apps, Power Automate, Power BI, SharePoint, Dynamics and Dataverse*

Prototype and develop solutions to enable the digital transformation of existing processes through platforms such as Microsoft 365, Power Apps

Champion the rollout of Power Platform to citizen developers (non-IT users) and support them to leverage the full capabilities of the platform

Steward of governance activities to ensure scalable support of Power Platform solutions.

Keep pace with the rapidly changing capabilities of Microsoft 365 and build showcase examples highlighting their potential benefit to the business

Document and demonstrate solutions by developing documentation, flowcharts, layouts, diagrams, etc.

Contribute to Microsoft technology roadmap including environment strategy, security and data loss prevention policies, data architecture and integration design, security and permissions, licensing and cost analysis, etc.

Good working knowledge on .Net, C#, ASP.Net MVC, Entity Framework, Typescript, JavaScript, HTML and CSS*

Minimum Qualifications:

A baccalaureate degree in an appropriate field and six or more years of relevant professional experience. Or a combination of education, training, and experience equivalent to an Associate degree in IS/CS plus eight years of experience including; leading the development of application requirements; design, development and / or maintaining and providing support for multiple complex applications, user interfaces, application functions, application interfaces, databases or database applications; leading the implementation of complex applications in adherence with system life-cycle standards, and IS Architectural and Security protocols; performing analysis and judgment regarding interdependencies of processes/applications/technologies; developing application requirements based on business requirements from clients and technical requirements from IS support specialties; and working effectively with very limited oversight.

License/Certification:

Preferred certifications in one or more of these Power Platform portfolios*:

PowerBI Data Analyst

Power Platform Developer

Power Automate Developer

Power Platform Solution Architect

Knowledge Of:

Tools, techniques and approaches for leading application development teams

Several appropriate development language(s), operating system(s), and reporting tool(s). Complex relational database design, remote processing and virtual systems

Complex programming concepts; server and storage architecture and its capabilities; complex techniques of studying business processes related to new or modified applications; advanced systems design; technical report writing; and application of algorithms and mathematical modeling and record selection

Very complex computer system analysis, design, testing, debugging and maintenance techniques and practices

Skill In:

Ability To:

Lead application development team in implementation of complex applications

Develop very complex programs and detailed program specifications

Analyze very complex data and situations, reason logically and creatively; identify complex problems, draw valid conclusions, and develop very complex effective solutions

Apply creative thinking in the design and development of complex methods of processing data

Prepare and interpret complex structured and/or computerized diagramming techniques

Preferred Qualifications - if applicable:

2+ years of experience developing applications and using multiple connectors leveraging Power Platform, including Automate, Power Apps, PowerBI, Microsoft Forms, SharePoint Online, Dynamics 365, Azure, and Web Services*

Experience developing new PowerApps model and canvas driven apps as well as enhancing existing apps*

Experience with PowerApps integration with Azure API Apps, Azure Logic apps, Azure Functions and REST services.*

Working Conditions / Physical Requirements:

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. Incumbent may be required to travel from building to building frequently and off campus occasionally.
