This position serves as the Lead Application Developer/Analyst, supporting the Department of Corrections (DOC) performing complex and difficult technical and advisory functions supporting the department's Offender/Juvenile management systems. In this role, you will serve as a project leader assigning work to information technology professionals in the development of system documentation, program specifications, audit trails, validation, and control procedures and participate in database structure enhancements to optimize performance and allow maintenance of large amounts of data In addition, you will analyze, design, code, test, debug and elicit requirements for software system enhancements as defined by user, business, and legislative requirements. This position is responsible for conducting and coordinating in-depth studies involving substantial technical research and systems analysis of agency functions. The Application Developer/analyst consults with and advises users and prospective users concerning the feasibility of cost-effective conversion to information technology systems. Job Responsibilites
35% Under administrative direction, serves as the Lead Application Developer/Analyst for the Department of Innovation & Technology (DoIT), supporting the Department of Corrections (DOC):
Performs complex and difficult technical and advisory functions supporting the department's Offender/Juvenile management systems.
Serves a project leader assigning work to information technology professionals in the development of system documentation, program specifications, audit trails, validation, and control procedures.
Provides work leadership, guidance, training, and direction to lower-level information technology staff to ensure projects are completed successfully.
Assumes direct accountability for completed projects.
Monitors staff resources in all aspects of system design, development, and implantation.
Educates and advises lower-level programmer/analyst in the efficient use and best practices of Visual Studio, SQL, JavaScript, .Net, Entity Framework, C#, SSRS Reporting, Microsoft Azure, Azure DevOps, and Microsoft Dynamics CRM
Utilizes Microsoft SQL Server Integration Services, Model view and Controller (MVC 5+), Bootstrap, SharePoint, Enterprise Systems, and Power BI in the performance of duties.
30% Participates in database structure enhancements to optimize performance and allow maintenance of large amounts of data:
Reviews and participates in the analysis, development, coding, testing, and documenting of major and complex projects dealing with offender and juvenile management applications, programs, and systems, using Visual Studio, SQL, JavaScript, .Net, C#, SSRS Reporting, Microsoft Azure, Azure DevOps, and Microsoft Dynamics CRM.
Participates in software/system updates and releases and data migration/integration efforts.
Evaluates user information technology needs.
Analyzes, designs, codes, tests, debugs, and elicits requirements for software system enhancements as defined by user, business, and legislative requirements.
Analyzes alternative approaches.
Prepares reports for supervisor and user review using Word, Excel, and Power Point.
20% Conducts and coordinates in-depth studies involving substantial technical research and systems analysis of agency functions:
5% Consults with and advises users and prospective users concerning the feasibility of cost-effective conversion to information technology systems:
5% Keeps abreast of new developments in the Information Technology field:
Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
Attends demonstrations and exhibitions related to assigned operations
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
Requires three (3) years of professional experience in applications development or a directly related Information Technology field.
Specialized Skills
Requires three (3) years of professional experience in application development including analysis, design, development, testing, deployment, and maintenance of complex web-based online applications.
Requires three (3) years of experience with C#, Visual Studio, .Net, Entity Framework, SQL Server, Microsoft Azure, or Azure DevOps.
Preferred Qualifications
Three (3) years of professional experience in application development including analysis, design, development, testing, deployment, and maintenance of complex web-based online applications.
Three (3) years of experience with C#, Visual Studio, .Net, Entity Framework, SQL Server, Microsoft Azure, or Azure DevOps.
Three (3) years of professional experience using Microsoft SQL Server Integration Services, Model view and Controller (MVC 5+), Bootstrap, SharePoint, or Power BI.
