Job Purpose

Support the efforts to design and develop strategy, policy, programs, and partnerships focused on product growth for energy efficiency, demand response, and electrification of heat within the residential customer sectors The Analyst will focus on efforts to optimize product offerings in support of achieving regulatory targets, company Earnings Adjustment Mechanism ("EAM") targets, and Reforming the Energy Vision ("REV") ambitions within New York.

Key Accountabilities

Responsibilities (including, but not limited to):

  • Provide support to the Customer Energy Management Team as product owner for the residential customer segment to achieve energy efficiency targets, demand management and climate change objectives throughout the company to advance National Grid's position as a leader in these fields.

  • Focus will be on product life cycle for programs and services from development and design, supporting through implementation, and applying market insights and evaluation findings to inform the process.

  • Support the development and implementation of regulatory policy and strategy regarding gas and electric efficiency programs in consultation with Legal, Regulatory, and Corporate Affairs, and develops regulatory compliance filings and initiatives to support National Grid's proposals.

  • Support the analysis and position development on regulatory and legislative issues and may be called upon to testify before state legislative and regulatory bodies to support National Grid's energy policy and energy efficiency, demand reduction and climate change programs.

  • Design and development of residential energy management products and services, and complete required regulatory filings for the energy efficiency plans, demand response efforts, Distributed System Implementation Plan ("DSIP"), rate cases, and 15-year plan.

  • Support the optimization of residential product and service development to support regulatory requirements, meet compliance obligations, as well as EAM achievement, such as energy savings, carbon reduction, and peak reduction, as well as contribute to the growth of the programs/products.

  • Identify market research needs, as well as incorporate evaluation findings, to meet regulatory obligations and to support development and enhancement of products and services.

  • Communicate with internal business partners and stakeholders to develop process for delivery of approved plans, support compliance and EAM/KPI reporting, evaluation, and policy objectives.

  • Research and analyze key themes through the analysis of various programmatic and technology-based optionsto identify how different scenarios may impact energy efficiency program results and to develop individual state energy policy.

  • Support the negotiation of new or modified programs, overall funding levels, performance incentives, reporting requirements and metrics with regulatory agencies, non-utility Parties, regional collaboratives, efficiency program providers, local government, customer groups, environmental organizations, and others to ensure best value for National Grid.

  • Contribute to the identification and formulation of strategic objectives specific to the Product Growth organization's energy efficiency efforts and in line with regulatory requirements of energy efficiency programs, in order to drive change and innovation within National Grid.

  • Coordinate and collaborate with key external stakeholders (NY State Public Service Commission, DPS Staff, NYSERDA, NYPA, NY Joint Utilities, other energy efficiency program administrators) to increase business opportunities with new and existing customers.

Qualifications


Knowledge & Experience Requirements:
  • A Bachelor's degree in a business, social science, or engineering related area and 3 - 5+ years of related experience, or equivalent work experience. Advanced degree/credits are preferred.

  • Knowledge of the electric and gas industry; residential energy management systems, energy efficiency program planning, design, implementation and evaluation, local and national energy policy.

  • Regulatory experience, including managing regulatory processes or contributing to regulatory filings.

  • 3 - 5+ years of energy efficiency, residential program design, or energy industry related analytical and/or regulatory work.

  • Knowledge of National Grid's business operations, company policies and practices.

  • Knowledge of relevant industry practice and legislation.

  • Proficient in relevant software e.g. Microsoft Office products (Excel, Word, PowerPoint).*

  • Knowledge of National Grid's business operations, company policies and practices. Knowledge of division policies, processes and fields of work.

  • Experience and proficiency in relevant company related IT systems.

  • Strong oral and written communications skills.

Capability Requirements:

  • Takes personal responsibility for correcting problems related to energy efficiency, demand management and climate change promptly and communicates customer expectations to monitor delivery and satisfaction.

  • After analyzing data, has the ability to see multiple relationships, identifying several likely causes or consequences of energy efficiency program results.

  • Sees patterns or trends in energy efficiency, demand management, and climate change data, noticing when something is similar to the past and applying previous learning to current situation.

  • Establishes the facts by digging deeper, asking probing questions and challenging initial responses from different sources within the customer energy efficiency area.

  • Promotes team effectiveness by soliciting input from team members, communicating expectations of the team and delegating responsibilities while providing support and structure.

Job Purpose The Manager role will lead the development and compliance of policy related to the energy efficiency, demand response and electrification of heat efforts in the residential, commercial, and low/moderate income sectors for New York Customer Energy Management (CEM). The Manager will lead a team of Policy Analysts responsible for leading the regulatory (strategy, analysis, budgeting, planning and reporting) and compliance efforts for CEM, supporting success for executing on priorities pilots and innovative products to contribute to growth of product line to achieve gas and electric system benefits, EAM targets, New Efficiency New York (NE:NY) ambitions, and climate goals. Key Accountabilities Responsibilities (including, but not limited to): * Provides leadership of the Policy team to achieve energy efficiency targets, demand management and climate change objectives throughout the company to advance National Grid's position as a leader in these fields. * Guides team developing and implementing regulatory policy and strategy regarding gas and electric efficiency programs, demand response, and electrification of heat efforts in consultation with Legal, Regulatory Strategy, Corporate strategy and develop regulatory compliance filings and initiatives to support National Grids proposals, with emphasis on using DSM for system needs, customer trust and ease, environmental justice considerations, climate goal considerations, etc. * Supports the analysis and position development on regulatory and legislative issues and may be called upon to testify before state legislative and regulatory bodies to support National Grid's energy policy and energy efficiency, demand reduction and climate change programs. * Management of the budgets, regulatory reporting, project plans and compliance filings related to the energy efficiency plans, demand response efforts, and ad hoc filings to support the CEM team. Will lead CEM coordination for Rate Cases, DSIP filings, and 15 year plans. * Communicate with internal business partners and stakeholders with respect to regulatory documents, filings, regulatory approvals and coordinate compliance for reporting, evaluation, and policy objectives. * Research and analyze key themes options through the analysis of various programmatic and technology-based options to identify how different scenarios may impact energy efficiency program results and to develop individual state energy policy, such as use of EE and electrification for system needs, meeting environmental justice goals, meeting climate goals, etc. * Ensure Policy team is up to date on CEM filings and initiatives of National Grid's other jurisdictions, as well as filings made by other utilities in New York State. Ensure communication of policy intelligence to entire CEM NY Team. * Ensure Policy Team tracks, participates in and communicates to the CEM NY Team regarding important Public Service Commission proceedings (ie Data Proceeding, Natural Gas Planning Proceeding, DLM Proceeding, etc.) * Manage key external relationships (NY State Public Service Commission, DPS Staff, NYSERDA, NYPA, NY Joint Utilities, other energy efficiency program administrators) to increase business opportunities with new and existing customers. * Ensure Policy team has relevant objectives and career development plan goals; conduct frequent one on one meetings with team members, as well as quarterly performance reviews. Support team members to excel in their positions and advance their career goals. Ensure necessary cross-training and staff contingency planning is in place for the team. Qualifications * Bachelor's degree in a business, social science, or engineering related area and 7+ years of related work experience.
