Job Summary
Description
The Gulf Coast Ammonia Project is a proposed blue ammonia facility in the Texas Coastal Bend Area. The project is currently in Pre-FEED with FEED expected to commence in December 2024 and first commercial production in early 2030.
The LCCE Planning Lead reports to the Project Services Manager and ensures the quality of project schedules and reports, and all Contractor schedules are issued in compliance within contract and project requirements.
Job Description
Responsibilities may include:
Identify and proactively manage Integrated Master Schedule (IMS) interfaces between Subsurface, Facilities, Regulatory/Land, Stakeholder, Finance, Supply Chain, FEED/EPC, etc. workstreams
Assist the Project Team in developing, understanding, and managing schedule; Ensuring that schedule related information including analysis of deviations from original and currently approved baseline are communicated to project owners
Responsible for the collection and development of all planning/scheduling activities including but not limited to WBS development/maintenance, schedule development/maintenance, workforce planning, progress measurement/earned value, risk management/analysis, and change management ensuring due diligence for all facets of planning/scheduling assuring timely and accurate reporting to management and executive leadership
Set schedule baseline as required, handles planning & scheduling activities in P6 through continuous collaboration with the project team, contractors and/or external contributors to the schedule outside of the project
Develop progress measurement rules of credit for the IMS, input progress, perform variance analysis and reports
Responsible for the review and analysis of the IMS, including reporting progress and performance monitoring, schedule deviations and workaround solutions. This includes riskable schedules as needed
Perform detailed schedule analysis on FEED and EPC bid schedule to ensure quality and soundness of schedule logic and durations are per bid instructions
Thoroughly vet FEED and EPC contractor schedules issued for progress to ensure baseline vs. actuals are on plan; provide schedule analysis on deviations and solutions to work arounds to maintain schedule
Coordinating with the PS Lead and/or Cost Specialist to ensure that the project budget aligns with the IMS and the execution plan timelines
Oversight and stewardship of the change management process through coordination with the Supply Chain Team
Provide input to the PS Lead in the preparation review, monitoring & reporting on the following specific standard project controls deliverables: Monthly project controls report, particularly progress, delays, and forecasts/trends; 2w Lookahead reports analysis and verification. Reviewing change orders to SOW
Support the FEED and Execution assurance gates by producing required results
Maintains P6 schedule database to ensure consistency and integrity of data
Support the risk coordination of the risk register
Assist Team members with cost risk analyses, using probabilistic techniques
Provide ad-hoc support to the project management team as required
Basic/Required:
Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
Bachelor's degree or higher in Construction, Business Management, Accounting, Engineering, other related field, or foreign equivalent
10+ years of planning/scheduling experience in the oil & gas, chemical, or related industry
Previous major capital project experience greater than USD $500 million
Willing and able (with or without reasonable accommodation) to travel 25% of the time on a yearly basis
Preferred:
Prior experience in the execution of the engineering, procurement, construction, and start-up of an ammonia facility
Willing and able (with or without reasonable accommodation) to relocate to the FEED and EPC Contractor's offices, which are likely to be outside of the United States
Experience with major capital projects greater than USD 1 billion
Demonstrable verbal presentation and written communication skills
Demonstrable interpersonal and team leading skills and able to work in a multi-cultural environment
Proven skills to handle rapid changes and process large volumes of data promptly
High proficiency in various project management and project control tools/systems and procedures supported by current software applications - MS 365 Suite, Omega PIMS, SAP, Oracle P6, Pertmaster/Acumen/Safran and SAP
Experience within other Project Services disciplines, with particular regard to management of the following activities: Budgeting, forecasting, variance analysis, commitment/trending, and change management, planning & scheduling, reporting, contract administration, etc.; Development and implementation of Planning/Scheduling systems
