JOB SUMMARY:

The Records LES is specialized clerical work of complex nature that is responsible for all department criminal justice records. Interacts with the citizens of Mesa County, via in person and phone system; direct citizens to appropriate unit or resource, demonstrates a high level of customer service; encourage others to focus on the customer; foster an environment where customer service is priority. Interacts with offenders by completing bonding processes for warrants, and completing criminal fingerprinting. Communicates with other Criminal Justice Agencies for warrant and bond information. Process concealed carry permits for the public. Query state and national data basis in order to research criminal histories; research driver histories, license plates, for record management as well as assisting with criminal investigations. Complete warrant entries into the internal, state and national data basis, answer confirmations of records and begin extradition processes for warrant arrests. Answer all requests made for public records requests.

Essential Duties

ESSENTIAL JOB FUNCTIONS:

Job Duties:

  1. Provide in person and telephone reception for visitors and callers; provide general information as appropriate, screen and direct calls and visitors to appropriate party; and transfers calls to 911 as necessary; answer questions regarding bonds, inmate's status, case numbers, jail policies, arresting officer and other arrest information; help resolve issues with the public as necessary.

  2. Complete the process for concealed handgun permits; to include fingerprinting and taking a photo. Once the application is submitted, a complete background for the individual is done, which includes utilization of the CBI record response, criminal history, local records and court records; contacting other agencies within and out of state as necessary for records; all will need to be completed for the issuance or denial of the permit.

  3. Receives case paperwork, scans, files and computerizes records to ensure correct entries and status are reflected; this includes entering all tickets and summons information.

  4. Enter/Merge into the record management system Patrol/Investigation case and incident reports, rejecting and correcting all reports for errors with subjects and property. Once the case documents are completed and ready. Research, compile and release all types of records to the District Attorney's Office for discovery purposes.


Enters NIBRS data into the state systems regarding crimes, property loss, victims, offenders, and arrests.



  1. Retrieve bond information for bondsmen, inmate friends and family members; type and prepare bonds; research and assign court dates for all local and other jurisdictions; process bond revocations.

  2. Prepare and locate necessary reports, including Deputy reports, warrant requests, and juvenile petitions; access incident report and provide information as appropriate to the public and other agencies.

  3. Using the CBI terminal, research, confirm and/or cancel warrants for local law enforcement agencies; communicate with other criminal justice agencies in response to or request of information as needed. Research Department of Revenue records for driver's license and registered vehicle information. Generate, receive and distribute teletypes regarding officer safety, missing persons, attempts to locate, extradition information, and other criminal activity. Make decision whether this information should be forwarded directly to a patrol supervisor for immediate action.

  4. Monitor documents, files, and computerized data to ensure the integrity of the Mesa County Sheriff's Office records and statistical information for which the public may have access.

  5. Receive requests for records dissemination and make decisions of whether records can be released in accordance with the Colorado Open Records and Criminal Justice Records Laws. Make redactions or denials as necessary based on various C.R.S.


10)Investigate criminal histories for law enforcement agencies, Social Security Administration, and the Department of Labor; receives missing person/runaway reports; enter data and report information into CCIC/NCIC regarding missing persons, stolen autos, stolen guns and all articles bearing a known serial number.

11)Operate equipment used for scanning misc. documents originally stored in case files.

12)Ensure accuracy of fingerprint cards prior to submission to CBI and FBI. Complete necessary steps with CBI for corrections as needed.

13)Performs records checks as needed for the public, recruiters, other employers, background information and provide mug photos.

14)Process background check information for the County Clerk's Office for liquor license permits.

15)Conduct background checks for ride-along applicants, Housing Authority requests, potential employees and various permits.



  1. Using CBI terminal confirming and communicating on active wanted subjects; utilize internal record management system and court systems; communicates with the DA's Office and other Law Enforcement agencies in response to or request of information as needed to complete the extradition processes on fugitive warrants.

  2. Complete a booking and release process with offenders, allowing them to pay a bond to quash an active warrant; complete the booking process; type bonds; fingerprint and take a mug photo.


Monies

  1. Accept, credit, debit, cash and check monies of transactions for the different type of services rendered.

  2. Maintain and balance cash register. Complete daily reconciliations.

  3. Receive and ensure proper recording of bond monies from general public, including cash bonds, personal recognizance bonds, surety bonds, municipal bonds and out of county/state bonds.

  4. Responsible for receiving all fees paid by prior inmates for services rendered, adding the payments into the inmate accounting system.


Training

  1. Must complete a 12 week Records Training Program, being proficient in all areas.

  2. Will attend any Records related trainings when available, to include CORA (Colorado Open Records Act).


Miscellaneous

  1. Operate with a minimum of supervision.

  2. Control keys to lobby doors, training room and fire extinguishers.

  3. Provide notary public services to the public and internal employees.

  4. Prepare, sort, file and distribute fingerprint cards.

  5. Promptly researches and locates all summons for Court; immediately forwards to proper Court upon location.

  6. Prepares bonds to deliver to court.

  7. Seals and expunges records per court orders; handle records-related correspondence.

  8. Accurately and efficiently, enter information into computer systems, typing at a speed necessary for adequate job performance.

  9. Performs other related duties as assigned.


Minimum Requirements

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

High school diploma or equivalent

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses and Certifications:

CBI/CCIC/NCIC Certification (must be obtained after hire)
