This position is established under a National Highway Traffic Safety Administration (NHTSA) Federal Grant Program and is accountable for promoting National and State traffic safety priorities through the State's Highway Safety Program. The Law Enforcement Liaison (LEL) Officer encourages law enforcement officers and leaders to support the enforcement of traffic safety laws, particularly those dealing with impaired driving, occupant protection, distracted driving, and speed management. Additional activities include collaboration with other highway safety partners and stakeholders. The position involves the following actions: 1) Lead evidence based efforts to reduce motor vehicle related crashes, fatalities, and serious injuries. 2) Communication and coordination of law enforcement highway safety activities in collaboration with the State Highway Safety Office (SHSO) and other traffic safety organizations. 3) Assist with the development and implementation of highway safety plan. 4)Recruit law enforcement participation in highway safety activities and programs that enhance the success of achieving the SHSO traffic safety goals and objectives. The following is a list of key LEL responsibilities:

  • Recruit and coordinate law enforcement participation and reporting efforts

  • Oversee the collection of pre- and post-event data and reports

  • Provide guidance on effective checkpoint operations and traffic safety enforcement strategies

  • Provide support for promoting proven highway safety countermeasures, checkpoints, and enforcement

strategies

  • Distribute materials that show key NHTSA and SHSO messaging.

  • Conduct Presentations to promote key program initiatives to law enforcement.

  • Assist law enforcement agencies and their leaders in conducting media events.

  • Promote highway safety Campaign Calendars outlining initiatives of the SHSO.

  • Find a champion or spokesperson to assist in recruitment efforts.

  • Coordinate inter agency enforcement activities.

  • Provide subject matter expertise, training and technical assistance to law enforcement.

  • Prepare periodic activity reports.

  • Organize and assist with events/training and related reports.

  • Coordinate activities with the SHSO program managers.

  • Organize meetings and draft agendas.

  • Collect and analyze data

  • Respond to various inquiries from co-workers, partners, law enforcement, advocates, citizens, etc.

  • Maintain meeting notes.

  • Assist as needed with highway safety program monitoring activities.

  • Maintain a database with all agencies that have participated in trainings, mobilizations and conferences

sponsored by the HSO.

  • Promote and support highway safety recognition and awards programs.

  • Ensure law enforcement partners have adequate understanding of High Visibility Enforcement (HVE) strategies,

techniques, and communications.

  • Attend state law enforcement association meetings, i.e.: Sheriffs Association, Chiefs Association, Municipal Law

Enforcement Association.

  • Participate in local highway safety events and activities.

  • Contribute to and organize law enforcement highway safety information for state communications channels

(e.g.: newsletters, websites, social media accounts).

  • Communicate with partners through emails, telephone, and personal contact to promote events and other

programmatic activities.

  • Support and promote law enforcement participation in state highway safety press events.

  • Provide highway safety information and data to policy makers to educate them regarding the benefits and

outcomes resulting from campaign participation.

  • Act as a spokesperson for law enforcement activities

  • Provide a link and act as a point of contact between law enforcement community and SHSO.

  • Facilitate interaction within the highway safety network.

  • Identify and recruit potential partner organizations.

  • Develop and manage relationship with partner organizations.

  • Develop and maintain close working relationship with state Traffic Safety Resource. Prosecutor(s) (TSRP), Judicial

Outreach Liaison (JOL), SHSO staff, State Department of Transportation, Department of Motor Vehicles, local

and state police academies.

  • Provide leadership in traffic safety network and in relationship building.

  • Participate in National Law Enforcement Liaison Program (NLELP).

  • Attend meetings of law enforcement partner organizations.

  • Track relationships/networks.

  • Engage locals on data driven traffic safety problems in their communities.

  • Develop strategies based on trends out in field.

Special job-related requirements:

  • Frequent in-state travel

  • Periodic out-of-state travel with overnight stays

Summary

The Law Enforcement Liaison receives general direction working from established policies and objectives. Plans and carries out assignments and resolves most conflicts that arise. Exercises judgment in the analysis of facts or conditions regarding individual issues. Completed work is checked only to determine compatibility with other work or effectiveness in meeting agency objectives.

  • Graduate of an accredited police academy.

  • Traffic law enforcement leadership experience

  • Deep understanding of and commitment to traffic safety programs and issues

  • Familiarity with law enforcement programs and Highway Safety Plans

  • Contacts within law enforcement and traffic safety community

  • Exceptional oral and written communications skills

  • Understanding of traffic safety data, trends, and analysis

  • Project management, administrative process and procedure, and management abilities

  • Ability to manage multiple, concurrent tasks/relationships

  • Ability to travel in state/region

  • Computer proficiency

  • Facilitation and leadership experience

  • Time management skills

Minimum Qualifications

Minimum Qualifications:

Associate degree or Skilled Trade Certificate-requires knowledge of a specialized field or trade. Additional training equal to two (2) years of college, technical school, business school, or skilled trades training. May require licensing or certification
