  • Provide legal advice and assistance to the Associate Deputy Director in interpretation and revision for relevant DOE regulations.

  • Serve as an EEO Counselor.

  • Review formal Complaints of Discrimination and prepare required documentation.

Responsibilities

As a Law Clerk, you will :

  • Assist in vetting universities to determine institutional selection, per-visit notifications, request for pre-visit data and information, and onsite planning and execution.

  • Conduct legal research and analysis with respect to minimally complex legal questions and factual issues arising under:

  • Titles VI and VII of the Civil Rights Act of 1964, as amended

  • The Equal Pay Act of 1963

  • The Age Discrimination Act of 1967

  • Section 501 of the Rehabilitation Act of 1973

  • Title IX of the Education Amendments Act

  • The Genetic Information Nondiscrimination Act of 2008

  • Educate employees on the EEO process and procedures.

This position may require completion of a probationary period of up to 1 (one) year.

This appointment can be converted to a permanent attorney position upon successfully passing a bar examination and becoming a fully licensed attorney and performing successfully during the trial (probation) period. Subsequent promotions up to the full performance level is dependent upon individual performance and time-in-grade restrictions determined by the agency. Promotions are not a guarantee.

The selectee must test negative to a drug test prior to being appointed and will be subject to random testing. Failure to pass subsequent tests could result in disciplinary action, up to including removal from the Federal service.

Upon promotion, GS-12 or higher positions require a selectee to file the OGE-450 Financial Disclosure Form.

Qualifications

Appointments under 5 CFR 213.3102(e) shall be for periods not to exceed 14 months pending admission to the bar. To be eligible for this position and grade, the applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD), but is not yet license OR will have completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD) .

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialized experience for this position is defined as:

  • Legal research and analysis for Title VI and VII of the Civil Rights Act of 1964 and other laws.

  • Guidance regarding the EEO process and claims.

  • Legal support for higher graded Attorneys.

  • Proficient written communication to prepare memorandum regarding legal issues with minimum complexity.

Ability to:

  • Conduct legal research using electronic legal data bases to to find case precedent and applicable laws, regulations, and statues.

  • Analyze factual and legal issues presented to determine what further facts are needed.

  • Prepare legal memorandum or reports outlining facts and legal issues.

  • Review policies, procedures, regulations technical manuals, and other agency publications.

Education

Applicant must have the first professional law degree (Bachelor of Laws (L.L.B) or Juris Doctorate (J.D.)). A law degree from a school accredited by the American Bar Association (ABA) is required. You must provide documentation supporting any education claims in your application. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
