You'll be instrumental in developing consistent statewide policies, ensuring compliance with state and federal guidelines, and contract management and oversight of the language access elements of the Apple Health Expansion program. About the division:

The mission of the Medicaid Programs Division (MPD) in the Health Care Authority (HCA) is to provide high quality administrative services to assist in the purchase and delivery of medical assistance program services to clients and members. MPD works across the agency and in partnership with the health care community and community stakeholders to develop and manage high-quality, evidence-based health care programs and purchase services that enhance Medicaid clients' ability to access appropriate, quality health care. This supports the mission of providing quality services that enhance our clients' ability to obtain and access health care.

About the position:

The Language Access Coordinator reports directly to the HCA Language Access Advisor (Management Analyst 5) and assists in managing the operational functions across the large division. This position is responsible for assisting with the development of consistent statewide policies around language services consistent with state and federal regulations and guidance for HCA administered programs. This position is responsible for Apple Health Expansion (AHE) contract management and oversight for Language Access.

This position is eligible to telework but is frequently required to report on-site to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Some of what you will do:

  • Assist with the development and monitoring of program performance accountability, data analysis, research, and reporting related to language access services.

  • Assist with the development, implementation, and oversight of statewide systems, programs, policies and procedures that accommodate the language needs for HCA Limited English Proficient (LEP) clients.

  • Contract management and oversight of the Language Access elements of AHE program.

  • Owner of AHE contract deliverables for Language Access.

  • Act as the Program SME for the Language Access elements of the AHE contract and work in partnership with MPD Contract Managers.

  • Assist with the analysis of statistical data to determine community and agency needs related to language access services.

  • Manage the day-to-day operations of the program, including but not limited to processing invoices, requesting captioning services, requesting spoken and sign language interpreters, and requesting written word translations.

  • Develop and maintain working relationships with stakeholders (i.e. client advocates, Washington State Coalition for Language Access, etc.).

  • Assist with the development and facilitation of language access related training to staff within the division and across the agency.

  • Collaborate with the DSHS Office of Deaf and Hard of Hearing in multiple areas to ensure access to persons with hearing impairments including but not limited to the development of American Sign Language (ASL) contracts and services and the exploration and evaluation of different modalities of communication for sensory impaired clients such as Video Remote Interpretation.

  • Coordinate efforts between HCA staff and the Washington State School for the Blind to ensure continued availability of materials in Braille for persons with visual impairments.

  • Provide technical assistance and consultative services to internal and external customers in developing LEP program activities.

  • Assist with the preparation of program comprehensive plans, summaries, recommendations, progress and special reports (as needed) for the HCA executive leadership team.

  • Assist with the management and oversight of language access contracts by providing leadership and working with contract service providers to resolve conflicts and ensure that obligations are being met, tracking concerns regarding the quality of language access services along with resolutions of such complaints, and reviewing invoices for language access services prior to payment for services.

  • Assist with the coordination of projects or initiatives aimed at improving quality, access, cost-effectiveness, and increasing provider accountability for health care services received by Medicaid clients

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1: 

  • A bachelor's degree in public health, health care administration, public or business administration, or allied field

AND

  • Five (5) years demonstrated experience in two or more of the following areas:

  • Conducting research.

  • Leading business projects

  • Using process improvement methodologies (i.e. Lean)

  • Managing contracts

  • Manipulating data sources and creating data visualizations

Option 2:

  • Associate degree in the field identified above

  • Seven (7) years of recent professional experience in the areas identified above.

Option 3:

  • Nine (9) years of recent professional experience in the areas identified above.

Qualifying candidates will also possess the following:

  • High degree of computer literacy.

  • Experience with Windows, Word, Excel, Outlook, web-based applications, and other technologies that can be used to further carry the program's mission.

  • Knowledge of language access and/or Language Access and Culturally and Linguistically Appropriate Services (CLAS).

  • Data-oriented, self-directed personality with strong analytical and problem-solving skills.

  • Ability to understand best practices for communicating visual information.

  • Comfortable collaborating with cross functional teams and external agencies and stakeholders.

  • Solid independent judgement and self-motivation.

  • Facilitation - coordinates and leads small and large groups, creating a cooperative and productive environment in which to resolve problems and implement plans.

  • Organized and resourceful with the ability to complete tasks and projects efficiently.

  • Ability to identify problems and develop solutions, prioritize workload, manage deadlines, and organize workflow and multi-tasks in a smart and timely fashion.

  • Proven leadership skills and personnel management to build and motivate a team to achieve targeted results.

  • Develop and maintain collaborative partnerships with stakeholders, key leaders from other agencies, other jurisdictions, HCA programs, and work teams.

Preferred qualifications:

  • Comprehensive knowledge and understanding of HCA organization, mission and goals, the agency's formal and informal communication approach and understanding sensitivity of public opinion and the impact to our internal staff. Must have the ability anticipate and accommodate employee and public reaction to those that we serve.

  • Strong organizational knowledge including how high performing organizations succeed; principles of administration; effective problem-solving techniques, project management certification; and performance management discipline.

  • Proficiency in the following areas: Complex project design, Planning and Management

  • Demonstrated ability to lead diverse work groups that deal with complex aspects of health plan administration, including work groups that are composed of members with varied professional credentials, education and experience.

  • Research and analysis skills necessary to identify performance benchmarks for employee benefit sponsorship.

  • Lean Six Sigma Green Belt Certification or equivalent.

  • Prosci Change Practitioner Certification or equivalent.

  • Experience in any aspect of the legislative process: bill analysis, coordination of legislative efforts, and tracking legislative tasks.
