DESCRIPTION

Responsible for the Solid Waste Facility daily & long-term operations & planning including waste airspace management, access management, regulatory compliance, operations safety within the guidelines of Facility Design & Operation approved plan, Augusta, Georgia Policy & Procedures, State and Federal applicable rules & regulations, and departmental policies. This position will also work with contractors, State & Federal Regulatory Entities, design consultants, surveyors, citizens, and other city departments.

PRINCIPAL DUTIES AND RESPONSIBILITIES

KEY RESPONSIBILITIES AND PERFORMANCE STANDARDS

  • Review and optimize solid waste facility operations per Facility approved Design & Operation (D&O) plan to enhance productivity, optimize airspace, and sustain work zone safety. Prioritizes work activities & resources to meet objectives and workforce completing the assigned work. Conduct recurring work team meetings to ensure operations are in line with short term and long-term operations goals; provides technical expertise for complex and problem situations; situations; and provides progress and activity reports to Engineering Services Manager and Department Director. Serve as back-up to landfill daily operations supervision & management in absence of landfill manager.

  • Develop strategies & plans for landfill operations equipment preventive maintenance, aging equipment replacement, procurement of equipment, supplies, and materials within established thresholds and outside established thresholds.

  • Interprets and implements state and federal environmental directives and regulations ensures landfill operations and conditions are in compliance with regulatory permits and requirements; and conducts regular field inspections to ensure solid waste operation are in compliance with the Facility Regulatory Permits.

  • Manages capital improvement projects at the landfill; reviews plans and drawings and recommends changes as needed; formulates and develops specifications for contracted projects; schedules and monitors construction projects; and reviews and evaluates the work of consulting construction, surveying, or testing contractors.

  • Lead development of long- and short-range plans and operating programs to meet future disposal requirements: Lead revenue enhancement through managing waste intake tonnage, gas flow, leachate generation, and other operational statistics; evaluates health of the landfill; and make changes to operations as needed.

  • Lead in developing, implementing, and updating facility operations policies and procedures, develops work methods and practices, policies, standard operating procedures, and training programs; monitors implementation of rules and regulations; and updates policies and procedures as required.

  • Serve as technical resource to and train Facility operations staff. Responds to emergency situations after hours and on weekends.

  • As Required Perform other duties of a similar nature or level.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

  • Provides leadership and oversight of the planning, development, and implementation of operations.

  • Assist managers with planning andmanaging the day-to-day operations and maintenance of the landfill.

  • Preparing and monitoring the Facility operations budget.

  • Monitors and reviews trends in landfill operations and procedures and recommends operational and policy improvements.

  • May have to work periodically under variable work schedule.

MINIMUM REQUIREMENTS

Education: Associate degree in engineering or related field or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job.

Experience: Seven (7) years of experience in leading or managing the operation of MSW solid waste facility or similar operations, or equivalent combination of similar education, training and experience.

Knowledge/Skills/Abilities:

  • Considerable knowledge of methods, practices and equipment used in landfill operations and solid waste management.

  • Considerable knowledge of methods and practices of general and heavy construction projects to include knowledge of soil science.

  • Considerable knowledge of principles and practices of organization, personnel management, planning and administration and budgeting.

  • Proficiency in the knowledge of regulatory requirements such as environmental compliance regulations, National Pollutant Discharge Elimination System (NPDES) regulations, safety regulations (OSHA) and state permit and accreditation requirements, DOT regulations.

  • Proficiency in the knowledge and use of landfill GPS technology such as - Trimble, Carson, TopCon

  • Familiarity with state and local laws and ordinances, and County policies and procedures as applicable to solid waste management requirements.

  • Knowledge of occupational safety and health practices.

  • Problem solving and conflict resolution skills.

  • Demonstrated ability to work independently.

  • Working time may require irregular hours and shift times, including holidays.

  • Possess or have ability to obtain a valid state operator/driver's license for the type vehicle or equipment operated.

Certification:

  • Must possess or ability to obtain and maintain Certified Landfill Operator (CLO) certification within ninty (90) days of employment.

Licensing:

  • Possess a valid state operator/driver license for the type of vehicle or equipment operated with a good driving history.

Performance Aptitudes:

  • Physical Abilities: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-50 pounds).

  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, machinery, vibrations, toxic agents, traffic hazards, animal/wildlife attacks, or animal bites.

OTHER

This position require staff call up in an emergency situation.

Travel from office to other locations is required for this position.
