Duties Summary

Supervises and participates in the daily operations of the land use plans checker activities, including in the review and approval of simple to complex residential and commercial building permit applications and architectural and cadastral plans for conformance to the Zoning Code, Special Management Areas, and other applicable laws, rules and regulations; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Planning Department - West Hawai'i Division in Kailua-Kona.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Supervises and participates in land use plans checker work that includes the review and approval of architectural and cadastral plans and various types of applications, permits, and registrations for conformance to county planning ordinances and related laws, rules, and regulations.

  • Plans, assigns, coordinates, and supervises the activities of a land use plans checker work unit.

  • Examines plans to determine the setbacks, height, structural usage, floor area, recreation, and other requirements to ensure compliance with Zoning Code requirements.

  • Upon completion of review of plans, applications, permits, and registrations, approves as authorized.

  • Advises and assists subordinates with the more complex reviews.

  • Trains employees on practices, procedures, and operation of land use plans checker activities.

  • Assists in developing and revising procedures and forms to be utilized in the land use plans checker work process.

  • Recommends procedural improvements to manager and implements approved changes.

  • Provides information to the public on matters pertaining to planning laws, rules and regulations, and departmental activities, procedures, and policies.

  • Directs applicants to various departments and agencies to secure necessary clearances.

  • Maintains records of subdivision and planning permit files.

  • Keeps tax map key books current by posting required information.

  • Assembles background material for Council, Board of Appeals, or other boards and commissions as required.

  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:

A combination of education and experience substantially equivalent to:

  • graduation from high school, and

  • three (3) years of experience in reviewing building plans and specifications for compliance with provisions of laws, codes, and/or ordinances, and

  • supervisory aptitude*.

  • Supervisory aptitude is the ability or potential of an individual to perform supervisory duties as demonstrated:

  • by the successful completion of regular or special assignments which involve some supervisory responsibilities or aspects;

  • by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist;

  • by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or

  • by favorable appraisals by a supervisor indicating the possession of supervisory potential.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: general provisions of county planning laws, rules and regulations, general provisions of the Zoning Code and other related ordinances, general government operations, urban planning terminology, simple drafting, office practices and procedures, and basic software applications such as email, word processing, spreadsheets, etc.

Ability to: plan, assign, coordinate, and supervise the activities of a work unit, analyze work procedures, recommend improvements, and implement as necessary, read, understand, interpret and apply various laws, ordinances, rules and regulations pertinent to county planning activities, read construction plans and maps, make accurate arithmetic computations, operate and maintain standard office machines and equipment, deal courteously and effectively with the public, and work harmoniously with others.

Physical Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
