Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position.

The qualifications are:

Land Surveyor Trainee:

Either 1. Graduation from an Engineering Accreditation Commission, Engineering Technology Accreditation, or Commission Accreditation Board for Engineering and Technology accredited bachelor's or higher degree program in surveying or surveying technology;

Or 2. Eligibility to sit for the Fundamentals of Surveying examination through the National Council for Examiners of Engineering and Surveying via letter issued by the New York State Board for Engineering and Land Surveying (proof of eligibility required).

As a Land Surveyor Trainee, you will serve a 24-month traineeship that leads to Assistant Land Surveyor, Grade 20. To advance to Assistant Land Surveyor, you must have obtained proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Surveying Examination (FS) and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to the Assistant Land Surveyor is possible if you have obtained your FS and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority's personnel office upon obtaining proof of passing the FS. You may receive an increase in salary upon obtaining your FS. Information about this increase will be provided by the appointing authority.

Assistant Land Surveyor, SG-20:

Proof of passing the National Council of Examiners for Engineering and Surveying Fundamentals of Surveying Examination or successful completion of 52 weeks of service as a Land Surveyor Trainee and successful completion of the Fundamentals of Surveying examination.

Candidates may also be qualified for permanent appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law

Duties Description Practice Land Surveying in support and advancement of Surveying and Right of Way (ROW) mapping activities at NYSDOT in the Office of Design, Design Mapping & Automation Bureau.

Duties may include, but are not limited to the following:

  • Assists in the establishment of standards and procedures utilized in surveying/mapping and in the pursuit of technological advances

  • Assists in the development of specifications for the procurement of surveying hardware and software

  • Assists in development and coordination of training programs for Regional ROW Mapping and Survey Groups •Supports Regional Survey Units with equipment and operations assistance

  • Evaluates and analyzes field survey data, performs maintenance of survey records

  • Performs research and analysis of private and public records necessary to trace title documents, preparation of survey reports, contract preparation

  • The incumbent may be responsible for completing surveys and ROW mapping on Department projects

  • The incumbent may assist the Department's Contract Management Group in the Term Agreement for Surveying Services (TASS) contracting process

  • The incumbent may be responsible for preventative maintenance measures and monitoring of the NYSNET (NYS Spatial Reference Network CORS/Real Time GPS Network)

  • The incumbent may ensure quality control of survey, mapping, related products, and data integrity

  • The incumbent may provide direct supervision and technical direction of subordinate field and/or office staff and provide guidance and direction to survey consultants

  • Occasional statewide travel will be required

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
