Job Summary

Organizational Relationships

  • Reports to the Project Manager, Project Superintendent, Senior Field Technician, or Project Foreman

  • May assist other Laborers, Equipment Operators, Foreman, or Superintendents

Essential Duties and Responsibilities

  • Follows Codes of Safe Work Practices as outlined in the Injury and Illness Prevention Program

  • Interacts with other SCS Field Service personnel and/or subcontractors in a professional manner

  • Assists in the fusion of pipe by operating fusion equipment under the supervision of a fusion technician

  • Enters excavations to fuse pipe, install gas system piping, and install leachate or condensate piping

  • Enters manholes, sumps, or other confined spaces to install new gas system or leachate/condensate system piping

  • Repairs leachate and condensate lines by cutting piping and/or removing or draining leachate or condensate liquids

  • Operates power saws and drills to connect and cut piping and wellheads, and to cut slots into new or existing gas system piping

  • Applies glues and primer to gas and leachate system piping to repair or connect piping

  • Carrying of or the use of ladders

  • Remove, clean and install LFG gas system liquid pumps

  • Replace or install sumps for gas system wellheads or leachate systems

  • Operate vehicles to pick up parts and equipment

  • Participates in monthly tailgate Health and Safety meeting. Participates in monthly Health and Safety (SOP) training

  • Prepares daily logs for work performed on sites during work day

  • Actively participate in the SAFE process by making observations, review and assist in the development of the project health and safety plans including the associated Job Task Safety Analysis


  • 0 to 3 years in general construction

  • Valid driver's license with driving record in good standing required

  • Must meet physical requirements for driving (pick-up truck), lifting and carrying equipment/mechanical components (up to 50 lbs. Unassisted), hand excavation/digging (using shovels/picks), carrying and climbing ladders, operating and working from man lifts, operating electronic tools (drills, saws, etc.), using hand tools (screwdrivers, wrenches, hammers, etc.), and providing services under varying weather conditions

The employee will perform other related work as required, some of which will be mechanical. A Laborer is a semi-skilled full-time position under the administrative direction of the City Engineer. The employee will work under the direct supervision of the Street Division Director or designated supervisor. All employees are responsible to the City Manager. This position is classified as Non-Exempt for the purposes of the Fair Labor Standards Act, and as having a reasonably foreseeable occupational exposure to bloodborne pathogens. As Safety Sensitive, the employee is subject to pre-employment, reasonable suspicion, post-accident (incident), random, promotion and transfer, return-to-duty, and follow-up drug and alcohol testing. The employee is subject to a post-offer and pre-employment physical examination and abilities test with a written statement from the physician as to the employee's ability to meet the physical strength and dexterity requirements of the Essential Functions Addendum. EXAMPLES OF ESSENTIAL DUTIES ESSENTIAL FUNCTIONS OF THE JOB: Safely performs extreme physical labor for extended periods under some unfavorable climatic conditions, frequently lifting objects weighing one hundred (100) pounds or more with assistance. Cuts grass with power equipment and hand tools. Loads and unloads materials such as dirt, asphalt, salt, storm drain pipes, and sign materials. Performs routine maintenance of equipment and vehicles. Manually removes litter from right-of-ways and easements. Removes and replaces manhole covers which can weigh up to 165 pounds. Removes and replaces storm drains with assistance which can weigh up to 285 pounds. Climbs in and out of manholes which can be up to ten (10) feet deep. Ascends and descends ladders up to 24 feet high. Manipulates both large and small tool parts. Removes and replaces various types of pavement. Accurately communicates information to assigned supervisors in a timely and useful manner. Safely operates various tools including, but not limited to, jack hammer, pavement breaker, shovel, sledge hammer, post driver, tamp bar, chain saw, and weed eater. Safely operates vehicles of various descriptions for the purpose of conducting official duties for the City of Murfreesboro Street Division, which duties may include transporting other City employees. Sits, stands, bends, stoops, reaches, pushes, pulls, and walks constantly depending on the job assignment for the day. Must be able to perform job duties as described on Essential Functions Addendum. ADDITIONAL EXAMPLES OF WORK PERFORMED: Performs other duties and special projects as assigned. TYPICAL QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, and ABILITIES: Must be at least eighteen (18) years of age. Must have legal authorization to work in the United States of America. High School diploma or GED preferred; education may be waived by work experience. Must possess a driver's license valid in the State of Tennessee with a Commercial Driver's License (CDL), Class B endorsement, or be able to obtain this endorsement within six (6) months after being hired, and the ability to safely operate a motor vehicle. Failure to obtain the CDL Class B endorsement before the end of the twelve (12) month probationary period will result in termination. Must submit to and pass a pre-employment drug and alcohol screen. ESSENTIAL FUNCTIONS ADDENDUM ENGINEERING DEPARTMENT STREET DIVISION LABORER Employees in this area work five (5) days a week, eight (8) hours a day with a thirty (30) minute lunch break. Laborers are full time and seasonal are part time. The Laborer reports to the Engineering Department - Street Division. A Laborer is a semi-skilled position requiring heavy manual labor in the repair, construction, and maintenance of streets, right-of-ways, easements, and other City-owned property (this includes the repair, maintenance, and construction of street signs). This job requires digging, lifting, and breaking of pavement under varying weather conditions while exposed to dampness, fumes, odors, dust, dirt, rain, sleet, snow, heat, chemicals, and foul odors. The employees are also responsible for the maintenance of landscaping associated with the roadways. This includes, but is not limited to, mowing, weed eating, running a leaf vacuum, using tractors, etc. The Street Division is responsible for problems associated with inclement weather including: salting roads during cold weather, cutting down trees that have fallen into a street, fixing roads from floods, etc. The Laborer is responsible for operating and maintaining light duty vehicles, dump trucks, tractors, riding mowers, back-hoes, chain saws, shovels, and other hand tools. This position requires physical endurance during periods of extreme weather conditions. Physical Demands Rarely – suggests the employee is required to perform tasks less than 8 repetitions per hour, or less than 33% of the day. Occasional – suggests the employee is required to perform tasks 8-15 repetitions per hour, or 33% of the day. Frequent – suggests the employee is required to perform tasks 16-32 repetitions per hour, or 34-65% of the workday. Constant – suggests the employee is required to perform tasks 33 or more repetitions per hour, or 66% or higher of a workday. However, job duties may change throughout the week depending on the needs of the Street Division. Bending/Squatting/Twisting – Is required constantly throughout the day repairing, maintaining, and constructing streets, right-of-ways, and easements. When working equipment to maintain landscaping, it also requires constant bending, squatting, twisting, or a combination of all three (3) components. Pushing/Pulling – Is required constantly while working on jobs for landscaping including weed eating, and on jobs that require patching streets using a lute. Required constantly while manipulating concrete drainpipes. Also used occasionally moving manhole covers, storm drains, and pulling signposts out of the ground. Lifting/Carrying – Is required constantly in lifting hand tools, carrying a weed eater, carrying a leaf blower, shoveling of materials, and using a chain saw on certain jobs. Also required occasionally lifting jack hammers, pavement breakers, storm drains, post driver, sledge hammer, and other materials used in the repairing, maintaining, and construction of streets, right-of-ways, and easements. The signpost was also weighed but does not account for friction force pulling the post out of the ground. Employees are able to get help with lifting heavy objects and are encouraged to if an object weighs over one hundred pounds (100#s). Standing/Walking – Can be required constantly throughout the day depending on the job. Sitting – Can be required constantly through the day depending on the job. Reaching – Is required constantly using landscaping equipment, manipulating tools and using material in the repair, maintenance, and construction of streets, right-of-ways, and easements. Manual Dexterity/Gripping – Performed constantly. Fine Motor Control – Can be performed frequently cutting out letters and fabricating street signs, and using small hand tools. Climbing Ladders – Required occasionally ascending/descending ladders in manholes, and putting up signs up to twenty-four (24) feet high. Overhead Activity – Required occasionally when lifting items overhead such as a jack hammer, post driver, and sledge hammer. Driving – Can be performed constantly depending on the job for the day. Includes driving a truck, tractor, backhoe, pneumatic rollers, salt truck, graters, bulldozers, and dump trucks. Work is usually performed in an outdoor environment within the Murfreesboro City limits and some tasks may be required during periods of inclement weather. The employee will be exposed to loud noise, mechanized equipment, dirt, dust, rain, sleet, snow, heat, chemicals, and foul odors. This position requires a great deal of physical exertion during periods of extreme weather conditions. All City facilities and vehicles are tobacco-free locations.
