This is an Open Career Service Laboratory Technician I position with the Department of Health in Lee County.

The Laboratory Technician I in this position works under the direction of the Medical Laboratory Technologist II - SES and is responsible for laboratory services provided by the Florida Department of Health - Lee County for outside agencies and in-house clinics. This position is responsible for directing a Support Technician when applicable, processing specimens, tracking reports, maintaining lab equipment, and maintaining the laboratory in a clean, safe, and organized manner. Incumbent handles protected health information on a need to know basis following Department information security and privacy policy. Employee abides by State/Federal laws governing health information. Responsible to maintain confidentiality, security, privacy, and integrity of protected health information. Refers and utilizes DOH 50-10-05 information security and privacy policy as required. This position acts as the Information Custodian for the Laboratory including the lab module in HMS. The position has access to laboratory records, medical records, and HMS. Incumbent may be required to work during or beyond normal work hours or days.

Prepares laboratory specimens for shipping to state laboratory using the state lab module for specific tests and courier pick up for specimens sent to private laboratories. Logs specimens being submitted to state or private labs. Logs in as reports are received.

Monitors reports not received in the appropriate time frame and maintains a log of contacts with the lab to request such reports. Manages Biohazard waste. Promotes lab safety and maintains cleanliness using universal bloodborne pathogen precautions, including other potentially infectious materials. Communicates with supervisor regarding any problems, concerns, or changes in lab activity.

Collect specimens, including performing phlebotomy. Provides ongoing support for clinical staff regarding lab procedures, and the entry/submission/coding of proper lab requisitions, including training new employees.

Conducts inventory, orders lab supplies, maintains lab supplies, and rotates dated supplies.

Acts as a liaison between the Department of Health-Lee and private labs. Keeps staff updated regarding insurance coverage changes, new test codes, and the availability of new tests. This position has the responsibility of being the Information Custodian for the Laboratory information set and will perform related duties as defined in DOHP 50-10.

Resolves billing and coding issues for lab tests.

Responsible for timely and accurate submission of the Center for Medicare & Medicaid Services Clinical Laboratory Improvement Amendments (CLIA) to assure ongoing registry.

Responsible for quality assurance and infection control for the lab.

Assists with calibration and verification of test instruments as directed and instructed. Maintains and updates logbooks as directed and needed.

Participates with special projects and outreach events as needed; Performs miscellaneous related work. Attends required meetings and keeps abreast of all policies and protocols. Updates skills, certifications, and education, as appropriate.

Prepares biweekly Leave/Attendance records and daily Employee Activity Record (EAR) for supervisor's review.

Performs other duties as assigned.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

  • Must be willing to undergo FIT testing

  • Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.

  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.

  • Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.

  • This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOHP 50-10.

  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential

information. Background screening is a condition of employment
