To supervise the operations of facility laboratories and act as technical consultant for point of care laboratories and phlebotomy stations. To be responsible for the day to day operations of the facility laboratories with staff performing waived and non-waived laboratory testing and in partnership with the Laboratory Director, for ensuring the delivery of high quality, effective information to all providers and Health Plan staff in the Mid-Atlantic States Region.
Essential Functions:
Provides technical direction to staff in the performance of all approved laboratory procedures, resolves technical problems, ensures that remedial actions are taken, and performs technical duties when necessary.
Ensures that the laboratories provide accurate, timely and appropriate information to providers.
Manages laboratory personnel to include hiring, training, scheduling, payroll preparation, evaluation and competency testing, counseling, disciplining, and terminating in conformance with union contracts, personnel policies, EEO and Affirmative Action.
Works in an effective partnership with the Laboratory Director and the Laboratory Operations Manager to ensure compliance with quality assurance, accreditation requirements and regulatory standards. Ensures that laboratories maintain compliance with all proficiency testing requirements.
Manages QC/QA activities in accordance with the Regional Laboratory QA/QC plan. Routinely submits QA monitor reports within required time frames with plans for effective positive action when monitors are exceeded.
Provides input and maintains laboratory payroll and non-payroll budgets within set parameters.
Interacts with facility staff and physicians regarding patient care and service issues and facility administrative activities.

Basic Qualifications:
Experience
Minimum six (6) years of full time comprehensive laboratory experience in non-waived testing (high complexity) required.
Minimum two (2) years of supervisory experience required.
Education
Bachelor's degree in medical technology or related field.
High School Diploma or General Education Development (GED) required.
License, Certification, Registration
MT (ASCP) or CT (ASCP) or equivalent certification required.

Wolfe St., Baltimore, MD 21287 Pay Grade: CI Work requires formal educational background in biology, chemistry, hematology, immunohematology and microbiology normally acquired through completion of a two or four year post secondary school program in clinical laboratory technology. and/or equivalent education and training in microbiology, chemistry, hematology, immunohematology, or related field. MT internship or (one year) equivalent clinical lab experience or course work specific to the discipline. This role is intended for individuals with less than 2 years of experience and for all BS/MT and equivalent degree candidates without the equivalent certification/registration. Working Conditions: While performing the duties of this job, the employee is regularly required to sit, talk, see and hear. May sit or stand for prolonged periods and occasionally required to walk. The employee is frequently required to use hands to finger, touch, feel, and type. May reach with hands and arms; stoop, kneel, or crouch. Prolonged vision requirements including viewing computer screen, paper reports/documents, charts and results. Visual acuity is required to distinguish fine gradation of color, bands or structure and closely examine specimens microscopically. Must possess manual dexterity sufficient to work with small instruments and delicate equipment. Clinical laboratory environment - Exposure to toxins and infectious agents exist, but potential for personal injury or harm is minimized if established safety and health precautions are followed. Working in laboratory where there may be discomforts due to odors, noise, temperature fluctuations, and working around lab equipment. May transport equipment and supplies usually less than 40 pounds from one area to another. May be required to lift and/or move up to 50 pounds with proper training, or precautions/lifting aides. In some areas work space is confined; therefore mobility may be difficult. Staff may be required to complete annual competency review, and must insure compliance with Hospital Policy, Laboratory Policy & Procedure, Health, Safety & Environment regulations, and all applicable privacy & confidentiality laws/practices. Must be detail oriented, organized, and accurate. Many department laboratories operate 24/7 with schedules on day, evening, or night shift. Rotating schedules which may include weekend work and holiday assignment. Overtime possible when authorized/needed to meet business and patient needs. Ability to analyze and operate technical and scientific equipment, perform a range of tests and developmental assessments with the highest degree of accuracy and to correlate normal tests results in a healthy state to anomalous test results and the presence of disease. Ability to perform successfully despite sudden deadlines and changing priorities, maintaining personal composure in high stress situations. Ability to exercise initiative and judgement.
