This position performs supervisory, administrative, and engineering work at the State Laboratory of Public Health and Office of the Chief Medical Examiner at 4312 District Drive, Raleigh, NC in the management of routine operations, construction, maintenance, and repair operations. It provides advice and leadership in oversight of procedures and documentation for facility performance requirements in compliance with industry standards; local, state, and federal regulations; and guidelines from the Center for Disease Control, Clinical Laboratory Improvement Amendments, and the Federal Select Agent Program. The position ensures and maintains strict adherence to safety protocols, provides facility technical advice, and demonstrates leadership in project planning.

The facility is a seven-year-old 274,000 square foot multistory laboratory and autopsy facility that houses almost 350 personnel from multiple agencies and sections within the Division of Public Health. The facility includes highly complex systems, including laboratory and autopsy equipment. This building must be managed and maintained to be fully operational 24/7/365 to meet the expectations and requirements as a clinical and environmental laboratory and autopsy/pathology facility.

The facility manager oversees the facility services team with oversight of electrical, maintenance, environmental, energy, controls/instrumentation, HVAC, decontamination, and hazardous waste disposal. The employee is responsible for participating in facility master planning, developing, estimating, and justifying capital improvement projects, developing specifications for outside bid packages, reviewing plans from outside designers and contractors, monitoring and inspecting contractor construction and renovation projects, acting as the primary liaison to designers, contractors, local officials and regulatory agencies, technically representing the facility, and participating in the overall management and policy making for the facility. The position is responsible for inspecting the facility regularly for maintenance needs and safety hazards.

The position works with the NC Department of Administration (DOA) to ensure proper operation and maintenance of complex physical plant operations (boilers, chillers, and waste treatment); utilities management; heating, ventilation, and air conditioning systems; building automation systems; plumbing and waste handling systems; electrical; refrigeration; and additional contracted services necessary to properly maintain the facility in exceptional working condition. The employee is responsible for providing oversight, hands-on coordination, and implementation of facility operations and maintenance as well as developing and maintaining superior predictive, preventive, and responsive maintenance programs for critical biocontainment systems and facility infrastructure.

The facility manager must have excellent written and oral communication skills with the ability to work cooperatively with personnel of diverse backgrounds including office staff, facilities design, security and safety personnel, maintenance personnel, laboratory technical staff, janitorial staff, external contractors, administrators, local, state, and federal government regulators. The ability to manage and prioritize multiple projects within the confines of time, budgets, and available personnel is critical. In addition, the position demands superior organizational skills and meticulous attention to detail with a willingness to learn and stay current in the rapidly advancing field of biocontainment and high complexity facility operations. Familiarity with building, fire and life safety codes and applicable OSHA and NIOSH regulations is important.

  • Experience with routine maintenance schedules and facility improvement projects including reviewing construction documents.

  • Experience in oversight of building projects, preventative maintenance, and repairs.

  • Knowledge of building control systems in a facility with complex physical plant, utility, and safety requirements.

  • Skilled in preparing, performing, and reviewing audits and technical reports of facility performance, including but not limited to environmental conditions.

  • Ability to participate with cross-functional teams to assure facility operations.

  • Ability to review and implement policies/procedures to maintain compliance with applicable federal and state regulations and guidelines.

Management Preferences:

  • Prior experience with laboratory facility and associated equipment maintenance and operation.

  • Experience in operations of biocontainment laboratories or facilities with hazardous materials.

  • Participation on quality/performance improvement initiatives.

  • Excellent verbal and written communication skills with the ability to concisely convey technical information to diverse audiences.

Physical Requirements:

  • Ability to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, repetitive motion, smelling consistent with ADA standards for these requirements.

  • Ability to perform Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing; viewing a computer terminal; extensive reading; visual inspections involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

Bachelor's degree in Facilities or Construction Management or related Engineering field from an appropriately accredited institution and four (4) years of progressively responsible experience in construction or facility maintenance including three (3) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities;

OR

Associate's degree in Construction Management, Air Conditioning, Heating and Refrigeration Technology, Industrial Maintenance Technology, or Mechanical Engineering Technology from an appropriately accredited institution and six (6) years progressive experience in construction or facility maintenance including three (3) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities.
