We are seeking candidates for the position of Labor Relations Administrator (6187) in the HR/Labor Relations.

Salary Range: Min: $63,700.00

  • Mid: $79,612.00

  • Max: $95,524.00

OVERALL DESCRIPTION

Manages unemployment compensation and its reporting requirements. Responsible for the complete administration, coordination, processing, adjudication and auditing of the Authority's Unemployment Compensation process. Responsible for administration and coordination of the grievance and arbitration process. Maintains programs for computerizing statistics for managing Labor Relations functions for research purposes and administration of daily Labor Relations activities.

SPECIFIC RESPONSIBILITIES

Unemployment Compensation

  • Maintains an active role in the Unemployment Compensation processes in an effort to reduce SEPTA's unemployment tax liability by such as managing claims processing, protests and appeals and attending hearings in person or by phone providing required documents or testimony.

  • When appropriate, reverses unemployment compensation charges.

  • Makes recommendations to eliminate internal administrative costs.

  • Prepares informative reports and audit reports to help monitor unemployment compensation cost controls.

  • Develops expertise and strong partnerships amongst state agencies.

  • Examines unemployment benefits paid history and employee eligibility.

  • Streamlines employer data submissions.

Grievance and Arbitration Processes

  • Prepares grievance/arbitration case data for computer database and inputs information. Updates case data as necessary.   Performs simple research pertaining to grievances and arbitration.

  • Investigates inquiries from outside sources and prepares departmental response.

  • Maintains arbitrator hearing dates. Coordinates all scheduling of arbitrations; schedules, hearings, reserves appropriate meeting facilities, and coordinates executive sessions, as required.  Develops and distributes witness lists for scheduled hearings and copies files for outside counsel.

  • Processes all billings associated with arbitration procedures.

  • Maintains statistics and performs analysis of grievance, SBA and arbitration data by using computer database to store grievance/arbitration SBA history for all Unions. Generates various reports for case research and trend analysis.  Analyzes SBA data, identifies problems and/or deviation, and informs Manager of Labor Advocacy.

  • Updates and maintains all grievance awards register book.

  • Develops and maintains the General Topic File.  Purge the departmental Historical files,and analyze when necessary.

  • Develops and implements brief/submissions catalog filing system for arbitration and SBA cases.

  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

  • Performs Administrative Assistant II as required and other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's Degree required plus one year of related Unemployment Compensation/Labor Relations or comparable administrative experience (paralegal, claims adjustment, or workers' compensation experience) required.

  • An equivalent combination of education and experience (i.e., two (2) years of relevant experience equating to one (1) year of formal post high school education) may be considered in lieu of the above listed requirements.

  • Excellent verbal and written communication skills are required.

  • Must possess a working knowledge of database applications, with experience in the compilation of data from various sources for the preparation of weekly/monthly/quarterly reports.

  • Ability to assemble information from various sources and attend hearings to present this information in a clear, consistent and compelling manner before the PA Unemployment Compensation Board.
