Denver Labor is seeking a Labor Compliance Technician to support our operations. This position provides support for investigations, and oversight and monitoring of contract compliance and performance requirements, to include prevailing industry practice for compensation of similar trades, goods and services, and evaluation of overall vendor performance. Technicians monitor compliance and/or contract financial performance to verify contract terms, services to be provided, and payment schedules and reviews contract and/or payment process. They engage with employers, workers, and other constituents in Denver to conduct outreach, provide education, and investigate whether applicable wage and hour laws are being followed in the City and County of Denver.

Denver Auditor's Office employees are working a hybrid model. This position requires a combination of remote and in office attendance at our Downtown Denver location. We will provide a computer with all work-related software applications; you must have a stable home internet connection for any remote work.

The responsibilities for this position may include an appropriate combination of the following:

  • Engages with workers, community organizations, trade groups, and/or other constituents for purposes of outreach and education and to ensure that Denver's minimum wage, prevailing wage, and/or civil wage theft ordinances are followed.

  • Assists in conducting investigations into alleged or potential wage and hour violations, including by requesting, organizing, and evaluating information and evidence; presenting findings to broader Denver Labor team; and calculating underpayments.

  • Conducts intakes of complaints, and monitors and reviews incoming complaints.

  • Works well as a member of the Denver Labor team, including assisting investigators, sharing experience and knowledge, assisting in achieving team goals, and having a helpful and supportive attitude.

  • Monitors contracts to ensure compliance, reviews, reports, and/or resolves areas of non-compliance, and addresses other concerns as necessary.

  • Supports maintenance of contract files throughout the terms of the contract, assists in completing status reports for management, and processes close-out documents at conclusion.

  • Manages contract and invoice workflows within the city's contracting and billing structure.

  • Interprets fringe benefit policies and ensures compliance with regulatory agencies locally and nationally.

  • Monitors and applies changes in fringe benefit rules and laws.

  • Evaluates existing benefit programs from contractors.

  • Communicates with City agencies and contractors regarding contracts' compliance with prevailing wage.

  • Reviews and resolves differences in areas of non-compliance and addresses other concerns as necessary.

  • Supports and assists in payment requests according to the contractual terms and applicable rules and regulations and withholds voucher payments until contractor is in compliance.

  • Serves as a point of contact to the Auditor's Office where explanatory or interpretive information is exchanged, gathered, and/or presented related to assigned duties, and some degree of discretion and judgment is required.

  • Maintains contract files throughout term of contract, generates status reports for management, and processes close-out documents at conclusion.

  • Performs other related duties as assigned or requested.

The anticipated hiring range for this position is $27.00 - $30.00 per hour

About You

Our ideal candidate will surpass our minimum qualification expectations by possessing the following:

  • An Associates degree or higher in an applicable field of study.

  • Experience working with minimum wage, overtime, prevailing wage, and/or civil wage theft laws.

  • Experience working with diverse populations including those that are from minority, lower-income, migrant, underserved, under-represented or underprivileged populations.

  • Experience with LCP Tracker, Microsoft Office Suite, and/or Workday

  • Demonstrated proficiency communicating both orally and in writing in English and a non-English language, especially Vietnamese, Amharic, or Spanish

  • Education requirement: Graduation from high school or the possession of a GED, HiSET or TASC Certificate.

  • Experience Requirement: Three (3) years of professional experience performing clerical, accounting/finance, investigative, business operations, or community service and outreach duties or similar related duties.

  • Education/Experience Equivalency: Additional appropriate education may be substituted for the minimum experience requirements.
