OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

We currently have an opening for a Knowledge Management professional with seven (7) years experience with knowledge management systems and databases, as well as superior research and writing skills. You will be responsible for maintaining the knowledge management system, develop training materials and other documentation, and conducting research to support the federal and contractor staff. The position is contingent on award.

Responsibilities

Knowledge Management System Maintenance:

  • Oversee and maintain the organization's knowledge management system, ensuring it is up-to-date, organized, and accessible to relevant stakeholders.
  • Implement best practices for information classification, storage, and retrieval

Training Material Development:

  • Develop comprehensive training materials for users to maximize the effectiveness of the knowledge management system.
  • Conduct training sessions for staff to ensure proper utilization of the system.

Documentation:

  • Create and update documentation related to knowledge management processes and procedures.
  • Ensure documentation is clear, concise, and easily understandable by both technical and non-technical users.

Research Support:

  • Conduct research to support federal and contractor staff in their projects and initiatives.
  • Analyze and synthesize information to provide insights that contribute to informed decision-making.

Collaboration:

  • Collaborate with various departments to identify knowledge gaps and areas for improvement in the current knowledge management processes.
  • Facilitate cross-functional communication to enhance information sharing and collaboration.

Knowledge Management Framework Development:

  • Develop and refine the organizational knowledge management framework, aligning it with business goals and objectives.
  • Collaborate with key stakeholders to ensure the framework supports the agency's strategic initiatives.

Strategy Implementation:

  • Lead the implementation of the knowledge management strategy, ensuring seamless integration with existing processes and workflows.
  • Monitor and evaluate the effectiveness of the strategy, making adjustments as needed to enhance overall knowledge management performance.

Policy Formulation:

  • Formulate and articulate knowledge management policies that govern the creation, classification, and dissemination of information.
  • Work with legal and compliance teams to ensure policies adhere to industry regulations and standards.

Process and Procedure Establishment:

  • Design and implement efficient knowledge management processes and procedures that streamline information flow within the organization.
  • Regularly assess and refine processes to optimize knowledge capture, storage, and retrieval.

SharePoint Administration

  • Administer and maintain SharePoint site collections, ensuring security and user access
  • Create, configure, and manage site collections, libraries, lists, and other SharePoint objects
  • Manage user permissions and access to SharePoint site, documents, and lists
  • Customize and configure SharePoint site(s) based on business requirements
  • Facilitate content organization and approval processes within SharePoint
  • Work with content owners to ensure proper document management practices
  • Identify and resolve issues related to SharePoint functionality, permissions, and performance

Requirements

Bachelor's Degree is required

  • Seven (7) or more years of proven experience in developing and implementing knowledge management frameworks and strategies
  • In-depth knowledge of creating and implementing policies, processes, and procedures related to knowledge management
  • SharePoint Administrator Skills as described above
  • Strong analytical and problem solving skills
  • Current or previous DHS Suitability is preferred
  • Current or previous work with DHS Science and Technology (S&T) is preferred
  • Must be able to obtain or retain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check
  • Must be a US Citizen
