General Overview of Position

This recruitment is for a full-time KENOSHA WATER UTILITY ENGINEER-IN-TRAINING with the Kenosha Water Utility and is open to individuals who meet the minimum requirements, including recent college graduates with a Bachelors Degree in Civil Engineering or other closely related engineering major. The pay range shown on this job posting reflects Steps 1 and 17 of the 17-step compensation plan for this job classification, however we intend to fill this as an entry level position unless the candidate selected has an extensive background which warrants higher compensation consideration.The Kenosha Water Utility (under the City of Kenosha) offers afull benefits packageincluding employer pension contribution (Wisconsin Retirement System), paid vacation/sick/holiday and other leave, paid health/dental/life insurance, overtime compensation (compensatory time or paid overtime) as authorized. GENERAL OVERVIEW OF KENOSHA WATER UTILITY ENGINEER-IN-TRAINING POSITION

Under the general direction of the Director of Engineering or designee, this position is responsible for the planning and implementation of the Kenosha Water Utility's (KWU) construction projects. The incumbent coordinates and reviews the work of contractors and consultants, and certifies that the work is acceptable and in compliance with contract documents and local, state and federal requirements. Incumbent's work is reviewed through conferences and written reports for results obtained.

Based on acquisition ofa Professional Engineer (PE) license issued by the state of Wisconsin and satisfactory performance, including successful completion of 12-month probation, the incumbent may be noncompetitively promoted to Water Engineer.

The Kenosha Water Utility is a municipally-owned, fiscally independent public utility organized under authority of §66.0805 of the Wisconsin State Statutes and Chapter XXXII of the City of Kenosha General Ordinances. The Kenosha Water Utility provides water and wastewater services to more than 100,000 people in the Kenosha area, including the City of Kenosha, the Villages of Bristol, Pleasant Prairie, and Somers. Kenosha is ideally located off Interstate 94 on the southwestern shore of Lake Michigan between Milwaukee and Chicago. More information may be obtained atwww.kenosha.org.

Surface water from Lake Michigan has been our community's source for drinking water since 1894.The O. Fred Nelson Water Production Plant has two separate processes to provide safe drinking water: a rapid sand filtration plant and a continuous membrane filtration plant. The plant can treat over 40 million gallons of drinking water per day, which is delivered through a 374 mile distribution system consisting of cast/ductile iron, PVC, copper and concrete pipes, 5 booster stations, along with 5 active elevated water towers and 3 ground storage reservoirs.

KWU also maintains the sanitary sewer system consisting of 332 miles of pipe and 13 lift stations, which is separate from the storm sewer system. During heavy rain events, the flow to the KWU wastewater treatment plant increases as much as five times the average flow.The KWU wastewater treatment plant treats an average of 21 million gallons of sewage a day and is regulated by the Wisconsin Department of Natural Resources. KWU uses a 2-step process: primary treatment to separate the solid and liquid portions of wastewater for further treatment, and secondary treatment which uses biological and anaerobic digestion processes to remove pollutants from the liquid portion and breakdown the solids portion before discharging the final effluent into Lake Michigan. In the event flow exceeds plant capacity, there is a 30 million gallon equalization basin for additional storage for later treatment.

The KWU Engineering Department is responsible for reviewing, approving, and inspecting all sewer and water infrastructure within our system, including oversight of Utility awarded contracts to help rehabilitate and enhance our aging infrastructure. KWU Engineering also manages a variety of other programs such as: the Lead Service Replacement Program (LSRP), responding toDigger's Hotlinelocating requests, sanitary sewer televising inspections, manhole inspections, sanitary flow monitoring, water main leak detection, hydrant flow testing and maintaining/updating the KWU Geographical Information System (G.I.S.) database.

  • Designs water and sanitary sewer systems and infrastructure, and assists with water/wastewater treatment facility design.

  • Prepares and reviews engineering specifications, plans and reports; makes design and policy recommendations; evaluates engineering solutions and ensures coordination with overall policy.

  • Assists with review of private development plans and adjoining community infrastructure improvement plans.

  • Functions as project manager on utility construction projects including directing work, supervising, inspecting, and reviewing data submittal for accuracy.

  • Acts as Utility liaison between consultants, developers, contractors, property owners and the public to communicate information and resolve problems involving Utility engineering projects or services.

Requirements

Required Education, Training and Experience:

  • Bachelor's degree in Civil Engineering from an accredited college or university (if not already possessed, to be acquired by end of current semester).

  • Utility related engineering design experience is preferred, but not required to apply.

  • Possession of EIT (Engineer-In-Training) certification from the state of Wisconsin within one (1) year of hire date.

  • Or any combination of education and experience that provides equivalent knowledge, skills and abilities.

Required Knowledge, Skills and Abilities:

  • Knowledge of the principles and practices of engineering as applied to water and wastewater utilities, services and infrastructure.

  • Knowledge of utilities and public works design, construction and maintenance methods, materials and equipment.

  • Knowledge of environmental laws regulating utilities, wastewater and water facilities.

  • Knowledge of computer-aided design (CAD) and geographic information systems (GIS) as they relate to water and wastewater services.

  • Knowledge of management and administrative practices.

  • Ability to design engineering projects and water/wastewater systems.

  • Ability to utilize and perform mid-level analysis of a wide variety of reference, descriptive, advisory and/or design data and information such as engineering and construction designs and drawings, project reports, engineering reports, technical specifications, policies, procedures and non-routine correspondence.

  • Ability to perform moderately complex algebraic calculations and to utilize the principles of basic probability and statistical inference.

  • Ability to write and present reports in a clear and concise manner.

  • Ability to supervise the work of field personnel in construction projects.

  • Ability to establish and maintain effective working relationships with employees, municipal/county departments, contractors, developers, and the general public.

  • Ability to handle reasonably necessary stress.

Physical Requirements:

  • Task involves the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items

  • Task may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation of such devices.

  • Tasks may involve ascending and descending stairs or ladders.

  • Tasks may involve entering confined spaces.

Environmental Requirements:

  • Task may require infrequent exposure to adverse environmental conditions which may include factors such as inclement weather, temperature variations, odors, toxic agents, noise, vibrations, wetness, machinery, electrical currents, traffic hazards, and/or dust. Such exposure may cause some discomfort or a risk of injury.

Sensory Requirements:

  • Task requires color, sound, odor, depth, and visual perception and discrimination.

  • Task requires oral communications ability.

Other Requirements:

  • Possession of a valid driver's license and a good driving record.

  • May be required to work overtime during construction projects or Utility emergencies.
