Description

This is a professional position, which coordinates components of Juvenile Justice Programming for the Office of Probation Administration.

Examples of Work

The Juvenile Justice Program Specialist will be responsible for special projects within the Juvenile Services Division. Responsibilities include, but are not limited to foster care, incident reporting, youth homeless demonstration project, serving as the educational liaison and other adhoc or special juvenile projects.

This position will concentrate on the areas of supervision, case management, associated services, and programming for juveniles placed on probation by the juvenile court, responsible for policy and program development, research, analysis, and making recommendations concerning issues surrounding juvenile justice including intake, services, programming and the supervision of juveniles. Duties also include tracking legislation on corresponding concerns and making recommendations to the Probation Administrator. Work at this level involves functioning as a leader, facilitator, advocate, and trainer.

The employee is expected to exercise a high degree of initiative and judgment in the performance of assigned responsibilities. Provides community education on emerging issues surrounding Juvenile Justice Probation-related initiatives including awareness of problems that impact minority youth/adolescents involvement with the juvenile justice system. Monitors and insures compliance with Juvenile Justice and Delinquency Prevention Act.

Implements Probation Administration's juvenile justice priorities. Develops and monitors grants and provides technical assistance to probation districts including "county aid" and other Nebraska Crime Commission or federal grant applications. May serve as Administration's liaison on state juvenile justice initiatives.

Develops researches, analyzes, implements and evaluates policy and programming concerning Juvenile Justice issues. Develops and recommends innovative strategies concerning access to services, disposition options and probation practices, related to Juvenile and Restorative Justice. Works closely with each probation district in the development of specialized supervision plan for juveniles.

Recommend curriculum and training to JBE Director and Probation Education Manager for probation officers concerning juvenile justice and restorative justice practices. Performs other related duties as assigned.

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in the social/behavioral sciences, criminal justice, education, human services administration or related area or any equivalent combination of education and experience that provides the following knowledge, skills and abilities.

Knowledge, Skills and Abilities

Knowledge and skill in strategic planning processes, behavioral health services, the principles of continuous quality improvement, and basic budgeting and cost accounting processes. Knowledge of the existing issues concerning Juvenile Justice in Nebraska's juvenile justice system along with what is occurring nationally.

Skilled at developing quality written reports and products, including writing of policies and procedures. Demonstrated ability in supervising and/or leading professional and support staff. Demonstrated ability to work diplomatically and skillfully with a variety of stakeholders including victims, elected officials, behavioral health consumers, substance abuse treatment service consumers, probationers, providers, justice system professionals, clinicians, and administrators; skilled at working in a political environment.

Excellent communication skills required, both written and verbal. Ability to initiate projects, work independently with minimal supervision, and provide training to multiple local, state, national stakeholders. Ability to organize and manage multiple projects/deadlines simultaneously, and work under pressure to meet deadlines. Possess a general understanding of knowledge of Juvenile Justice as it relates to crime in Nebraska, Evidence-based principles and practices for Juveniles and Organization and operation of the Nebraska State Probation and Parole Systems.
