Job Responsibilities

Under general supervision, serves as a compliance monitor expert of the four core principles of the Juvenile Justice and Delinquency Prevention Act (JJDPA/JJRA) of 1974 as amended, and state law regarding detention and confinement of juveniles. Conducts on-site monitoring of secure facilities licensed to hold juveniles, provides technical assistance and professional services, and reports on state compliance with the JJDPA.

Monitors state compliance with the four core principles of the Juvenile Justice and Delinquency Prevention Act (JJDPA); conducts monthly records review and on-site monitoring of secure facilities licensed to hold juveniles in the Monitoring Universe; prepares the Annual Monitoring Report and verifies the accuracy of the data; updates the Monitoring Universe annually through research and policy review to ensure the correct classification of secure facilities within the state.

Participates in and aids in planning and conducting juvenile justice and Racial/Ethnic Disparities (RED) workshops and training opportunities deemed necessary by the office; provides technical direction and guidance to JJ system stakeholders, and state and local detention and lock-up facilities to prevent violations of the four core requirements; and assists with the coordination/facilitation of the Governor's Juvenile Justice Advisory Council (GJJAC), RED and System Improvement Committee meetings.

Collects, examines, and summarizes report of raw data from SCDJJ and SLED to determine if and where RED exists in the JJ system; disseminates RED information to the GJJAC; works with the GJJAC and system stakeholders to implement RED reduction strategies; tracks the impact of relevant subgrants on state compliance with the four core principles of the JJDPA/JJRA.

Assists in the preparation of the GJJAC Annual Report to the Governor and prepares the compliance monitoring portion of this report; prepares and edits the compliance monitoring portions of the Three-Year Plan and Annual Updates; actively assesses the state Compliance Monitoring system to ensure that it is effective and implements policy changes to meet JJRA/JJDPA requirements; revises the state Compliance Manual to accurately reflect policy and/or procedures.

Develops data, compiles technical research reports, and relates information to current statewide system needs/gaps in compliance; makes recommendations to inform funding priority decisions and the allocation of resources in the areas of juvenile justice for the JJ Formula grant program.

Conducts special projects at management request; performs other duties as assigned.

Minimum and Additional Requirements

State Minimum Requirements - A bachelor's degree and relevant program experience.

Agency Requirements

  • A bachelor's degree and progressively responsible experience in program planning, development, and evaluation.

  • Should be familiar with research techniques, data analysis and presentation, and federal grant principles.

  • Must be able to understand, relate to, assist and provide presentations to state, local and other agencies at meetings and conferences.

Additional Requirements

Considerable knowledge of the juvenile justice system is required. Ability to communicate effectively orally and in writing.

Ability to establish and maintain effective working relationships with state and local agencies, related organizations and private groups. Must be able to give presentations at various state, local, and national meetings and conferences.

Employee will function under general supervision. Because of the nature of this position, the employee must be self-motivated and use a considerable degree of judgement and discretion.

Additional Comments

Considerable in-state and intra-city travel will be required. Out-of-state travel will require use of airlines and could last up to one week; occasional weekend travel is also required. Position requires use of audiovisual aids and various office equipment of up to 30 lbs, which may have to be carried or moved.
