Job Summary

Directs the day-to-day maintenance and repair staff performing building maintenance, construction activities and maintenance service contracts. Directs activities through managers and supervisors. Plans, develops and implements new methods and procedures designed to improve operations.

Distinguishing Characteristics

This is a job classification within the Management job family. Incumbents in this classification are responsible for directing the operations and staff engaged in building maintenance and repair functions and maintenance contracts management. This classification is distinguished from other building maintenance classes due to functioning as the highest-level manager in this program area and reporting to a Deputy Chief. Has broad scope of maintenance, operational and staff responsibility and directs through managers and supervisors. This classification may require a flexible work schedule in order to meet the needs of the department.

Duties and Responsibilities

  • Directs subordinate managers and staff, including hiring, coaching and counseling, training, performance evaluation, disciplinary actions and dismissals, ensuring compliance with policies, procedures, laws, regulations, goals and objectives. Creates opportunities for improved performance, learning and development of staff. Identifies and addresses problems or conflicts.

  • Implements inspections and assessments of buildings and facilities for building maintenance and repair and minor construction. Coordinates and manages utilization of vendors and contractors. Manages purchases of materials and equipment for maintenance, repair and minor construction as needed.

  • Develops, recommends and maintains long-range planning for staff and buildings, including development of new maintenance and repair programs for buildings under construction. Work closely with Architects and Engineers to ensure maintenance, repair and life cycle requirements are included in new construction projects.

  • Oversees development and implementation of preventive maintenance programs. Establishes project priorities and plans for timely completion of facility projects. Collaborates with staff to develop new maintenance and inspection programs. Monitors and evaluates program effectiveness.

  • Manages service contracts related to building maintenance and repair functions.

  • Develops, prepares and administers the annual budget for repair and maintenance operations. Directs ongoing administration of approved budget and oversees expenditures.

  • Performs analysis of existing building equipment and recommends upgrade or replacement based on engineering standards and calculations.

  • Performs analysis of existing roofing systems and recommends upgrade or replacement based on condition of roofs.

  • Respond to building emergencies as required day and night.

  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:

High School diploma or GED AND ten (10) years increasingly responsible facilities maintenance and repair experience, including three (3) years mid-to senior level supervisory management experience in facilities maintenance and repair experience.

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Valid Texas Driver's License.

Preferred:

One or more of the following:

Facilities Project Management

Public Works

Chiller Mechanics

Three-Five years of correctional or Institutional experience

HVAC certification.

Project management certification.

Bachelor's degree, or completion of trade school or technical college program focused in facilities engineering, construction, or maintenance.

Spanish Speaking Preferred.

Knowledge of:

  • Management and supervisory principles, practices and techniques related to assigned duties and responsibilities.

  • Policies, practices, methods and procedures within area of assignment.

  • Federal, State and Local program laws and requirements.

  • Applicable safety practices and regulations.

  • Facility planning, infrastructure maintenance, testing and repair.

  • Project management and support services.

  • Managing contracts.

  • Budgetary practices and techniques.

  • Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.

  • Business letter writing, grammar and punctuation, and report preparation.

  • Carpentry, painting, plastering, masonry, plumbing, electrical repairs and installations and machine servicing.

  • Troubleshooting, diagnosing and performing maintenance and repair needs.

Skill in:

  • Project and contracts management.

  • Space planning and management; facilities analysis, strategy implementation, and reporting analysis.

  • Planning, assigning, directing and coordinating a variety of functional specialties with overlapping work areas.

  • Managing, motivating, developing and evaluating staff.

  • Developing and implementing goals, objectives, procedures, work standards and management controls.

  • Allocating resources and evaluating programs.

  • Reading and interpreting schematics and blueprints.

  • Problem-solving and decision-making.

  • Developing and monitoring program budgets.

  • Both verbal and written communication, including presentations.

Ability to:

  • Direct, motivate, train, develop and evaluate staff.

  • Plan, schedule and oversee building maintenance and repair functions.

  • Read and interpret documents, such as building plans, safety rules, operating and maintenance instructions, technical specifications and procedure manuals.

  • Evaluate conditions and recommend effective technical solutions.

  • Safely and correctly apply building and equipment maintenance and repair techniques.

  • Manage time well, perform multiple tasks and organize diverse activities.

  • Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the public.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 35 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions. Subject to extreme temperatures, outside elements, noise, vibration, contact with dust, fumes and hazardous chemicals, foul odors, animal and human fecal matter, insects and rodents.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
