Juvenile Counselor I: minimum salary $44,556; maximum salary $62,376*Supervision toward licensure may be available

Juvenile Counselor II: minimum salary: $48,564; maximum salary $67,992

Juvenile Counselor III: minimum salary: $52,932; maximum salary $74,112

LEVEL I (GRADE 2):

Interviews juveniles and families to obtain psychosocial information; Develops individual treatment plans for assigned cases; Completes diagnostic assessments and Conducts clinical interviews and assessments with juveniles and their families to obtain psychosocial information and formulate diagnostic impressions; works as a member of multidisciplinary teams to develop individual treatment plans for assigned cases; provides crisis, individual and group counseling sessions; develops discharge recommendations and discharge plans and coordinates reviews on juveniles who are released; participates in program evaluation research activities, including data gathering, recording and analysis; reports allegations of child abuse, neglect and/or exploitation to authorities; and provides on-call coverage for the management of clinical emergencies.

LEVEL II (GRADE 3):

Duties and Responsibilities

LEVEL I (GRADE 2):

  • Conducts clinical interviews and assessments with juveniles and their families to obtain psychosocial information and formulate diagnostic impressions

  • Works as a member of multidisciplinary teams to develop individual treatment plans for assigned cases

  • Provides crisis, individual and group counseling sessions, and skills development training for juveniles and their families

  • Completes and maintains records and/or reports regarding services provided and completed for assigned cases

  • Develops discharge recommendations and discharge plans and coordinates reviews with the multidisciplinary treatment team on juveniles who are released

  • Meets with juveniles family members and multidisciplinary team to provide information regarding social services and to facilitate intervention services upon release

  • Participates in program evaluation research activities, including data gathering, recording and analysis

  • Reports allegations of child abuse, neglect and/or exploitation to authorities

  • Provides training to detention and/or corrections staff, as well as on-going consultation

  • Provide on-call coverage for the management of clinical emergencies

  • Other duties may be assigned

LEVEL II (GRADE 3):

  • Interviews juveniles and their families to obtain psychosocial information and works with other service providers to develop individual treatment plans for assigned cases (other services provider examples are Probation Officer, multidisciplinary treatment team)

  • Completes diagnostic assessments and case conceptualization for assigned cases

  • Provides crisis, individual and group counseling sessions, and skills development training for juveniles and their families

  • Completes and maintains records and/or reports regarding services provided and completed for assigned cases

  • Develops exit plans on assigned cases (i.e., Discharge Summaries, Recovery Plans, Safety Plans);

  • Coordinates reviews with the Probation Officer and/or a multidisciplinary team on assigned cases and follow up after completing services

  • Meets with juvenile's family members, and other service providers to provide information regarding social services and to facilitate other intervention services (other services provider examples are Probation Officer, multidisciplinary treatment team)

  • Participates in program evaluation research activities, including data gathering, recording and analysis

  • Reports allegations of child abuse, neglect and/or exploitation to authorities

  • Provides training to Department staff and interns, as well as on-going consultation

  • Provide on-call coverage for the management of clinical emergencies

  • Other duties may be assigned

Minimum Qualifications

LEVEL I (GRADE 2):

  • Master's degree in a mental health-related field (e.g., counseling, social work, marriage and family therapy, education, psychology), and a temporary license in one of the following; licensed Professional Counselor, licensed Marriage and Family Therapist, or have license as a Masters of Social Work

  • Must secure and maintain a favorable background investigation

  • Must clear a psychological assessment, a pre-employment physical and a pre-employment drug screen test

  • Must have a temporary license as a Professional Counselor or Marriage and Family Therapist, or have license as a Masters of Social Work

  • Must secure and maintain any of the following licenses within 3 years of employment: Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT)

  • Must have a valid driver's license and a personal vehicle or alternative means of transportation

  • Must have knowledge of professional mental health counseling; knowledge of developmental stages of adolescents; knowledge of mental health diagnosis and medications; knowledge of mental health assessment and diagnostic practices; knowledge of behavioral management techniques and concepts; and knowledge of safety procedures including cardiopulmonary resuscitation (CPR), physical restraint, and First Aid

  • Must have skill in assessment and diagnostics; must have skill in intervening in crisis situations; skill in teaching anger management skills; skill in completing mental status examinations; skill in individual, group and family counseling

  • Must have ability to write treatment plans; ability to communicate mental health and behavioral management concepts to non-mental health staff; ability to operate standard word processing and spreadsheet software; ability to communicate effectively, both orally and in writing; ability to communicate effectively with emotionally and behaviorally disturbed youth; ability to obtain and organize information; ability to adjust to rapidly fluctuating situations; ability to operate typewriter and basic office equipment; and ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations, juveniles and the general public

  • Employee receives general assistance and direction when performing the essential functions. Job has major impact on division and public image. No supervision of other employees is required

  • Independent judgment is required to counsel juveniles and family members. Uses broad discretion and constant initiative to complete work assignments. Conflicting or incomplete data is constantly encountered in decision-making. Decisions are made regarding long-range goals, priorities, policy interpretation, project planning, and individual work priorities

  • Constant contact with outside organizations, co-workers, other County employees and occasional contact with Department Heads. Communication is primarily in person, through written correspondence, and via telephone

LEVEL II (GRADE 3):

  • Advanced Clinical Practitioner (LMSW-ACP) or, Licensed Clinical Social Worker (LCSW).

Applicants must have a license as a Professional Counselor, Social Work with Advanced Clinical Practice, Clinical Social Worker, or Marriage and Family Therapist. Must maintain any of the following licenses before employment: Licensed Professional Counselor (LPC), Licensed Masters of Social Work
  • Advanced Clinical Practitioner (LMSW-ACP), Licensed Clinical Social Worker, (LCSW), or Licensed Marriage and Family Therapist (LMFT). Must have a valid driver's license, motor vehicle liability insurance, and a personal vehicle or alternative means of transportation. Must have a cell phone. May be required to work more than 40 hours during the workweek.
  • Must have knowledge of professional mental health counseling; knowledge of developmental stages of adolescents; knowledge of diagnoses and medications; and knowledge of safety procedures including cardiopulmonary resuscitation (CPR), physical restraint, and First Aid.

  • Must have skill in intervening in crisis situations; skill in teaching emotional regulation skills; skill in completing mental status examinations; skill in individual, group and family counseling; skill in diagnostic assessment and case conceptualization.

The employee constantly must present a positive attitude as a role model for juveniles. The noise level in the work environment may be noisy and distracting.

Department Job Requirements: Staff members may work in any of the Divisions identified below.

The Institution Services Division - is responsible for the operation and management of the Juvenile Detention Center and the Cyndi Taylor Krier Juvenile Correctional Treatment Center.

The Mental Health Services Division - is responsible for providing contract care residential services, Cyndi Taylor Krier residential services, mental health transition services, intensive clinical services, mental health assessment and triage, sex offenses intervention services, and behavioral health services.
