Incumbents to this position perform moderately difficult technical engineering work requiring limited experience or practice. Incumbents must have the ability to apply basic engineering principles combined with work of highest sub-professional level in connection with the design, investigation, development or construction of engineering projects. A Junior Engineer receives assignments in general terms as far as details are concerned, however, the scope of each assignment is limited and methods of procedures are outlined by superiors. Supervision may be exercised over engineering aides and other personnel assigned.
Drafts and occasionally designs plans and profiles for the construction of pavements, curbs, sidewalks, sewers and drains, and water mains;
Supervises and may use engineering instruments in making observations and in gathering and recording engineering data;
Conducts engineering analysis of accidents, the locations and causes of traffic flow conditions;
Directs the activities of field parties engaged in water leak detection, pipe location and the measurement of flow of water in pipes;
Supervises construction work involving knowledge of engineering principles or knowledge of the more complex construction practices;
Prepares estimates of job costs for private contractors;
Distributes job costs proportionately among property holders;
Drives city vehicle to and from job locations;
Performs related work as required.
PROMOTIONAL
Continuous and permanent status in any city department as a Senior Drafting Technician, Senior Engineering Aide, Engineering Inspector or Engineering Aide for one year.
IN ADDITION, applicants must have three years of full-time experience in engineering work.
OPEN COMPETITIVE
(A) Bachelor's Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, in Engineering or Engineering Technology;
or
(B) Associate's Degree from a college, university or technical institute accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, in Engineering, Engineering Technology, Civil Engineering Technology, Construction Technology, Construction/Architectural Technology or Engineering Science and two years of full-time experience in engineering work;
or
(C) Possession of a Certificate of Engineer-in-Training (must be presented at time of appointment);
or
(D) An equivalent combination as defined within the limits of A and B.
Approved areas of engineering work experience:
Design, construction, investigation, inspection, analysis, development, maintenance or operation of engineering programs or projects in areas of:
civil engineering
sewers, water mains, streets
related structures/areas
SPECIAL REQUIREMENT FOR BOTH PROMOTIONAL AND OPEN COMPETITIVE
Possession of a current New York State Driver's license, which must be presented at time of appointment and maintained during employment.
Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
Proof of education must be presented at time of appointment.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of drafting and surveying, including computations;
Working knowledge of the principles and practices of civil engineering;
Working knowledge of the methods and materials used in construction;
Ability to conduct and analyze traffic and accident surveys;
Ability to draft and design plans and profiles for the construction of sewers, water mains, streets and related structures;
Skill in the use of engineering instruments;
Ability to understand and interpret construction plans and specifications;
Ability to get along well with others;
Physical condition commensurate with the demands of the position.
